The Government requires 100% of administrative procedure records and results to be digitized.

Regarding data development to serve the digital government, 100% of records and results of administrative procedure settlement are digitized; at least 80% of data on results of administrative procedure implementation are reused and shared according to regulations (except for specific professional databases) to ensure that people and businesses only have to provide information once when using online public services and performing administrative procedures.

Regarding data development to serve the digital economy and digital society, build and complete 100% of agricultural sector data sets including: Land, crop, livestock, and aquatic product data for agricultural production areas across the country to serve agricultural production activities; form data for the entire chain of production, business, processing, management, and monitoring of origin and supply of important agricultural products, ensuring the provision of transparent and accurate information, promoting the development of e-commerce. 100% of traceability data is provided for OCOP products (under the One Commune One Product program) posted for sale on e-commerce trading floors. In addition, build and complete 100% of industry, trade, and energy sector data sets.

90% of cultural heritages, national relics, and special national relics are digitized, fully stored data, and digital libraries and heritages are formed, with a digital presence on the network environment so that all citizens and tourists can access, look up and learn conveniently on the digital environment; 100% of domestic scenic spots and tourist destinations are digitized, stored, and information is widely shared.

The strategy also aims to complete 100% of the social insurance database for workers. Standardized data on electronic labor books, integrated with data on lifelong learning, and data on vocational training of workers are deployed, completing 100% of workers paying social insurance.

100% of open data sets on workforce, labor market, labor recruitment needs and corresponding skill and qualification requirements are provided and updated accurately and promptly, serving as a basis for implementing solutions to forecast demand and fluctuations in labor and employment.
