The workshop was organized by the Southern Institute for Social Resources Development in collaboration with the School of Public Policy and Rural Development (District 1, Ho Chi Minh City) with the desire to provide learners with the necessary knowledge and skills in the process of scientific research and international publication.

Nearly 200 people from 18 provinces and cities across the country listened to, shared, and learned experiences from leading experts.

Many scientific articles were removed.

Professor Nguyen Van Tuan - world medical expert, director of the Center for Medical Technology at the University of Technology Sydney, Australia - assessed that the scientific research situation in Vietnam has many developments.

"Currently, Vietnam has more than 20,000 scientific articles, double the number of ten years ago. Although the number of articles has increased rapidly, the quality is still relatively low.

The majority of publications are in journals that are not highly reputable and are not recognized in the field. Although there are many research projects, they do not have any real influence or significant impact. In the future, we need to increase the influence," said Professor Tuan.

Mr. Tuan also said that there are many current issues regarding scientific ethics. There are many problems such as Vietnamese scientific articles being removed, articles being published in 'fake' journals. These phenomena are included in the issue of scientific publication ethics, a prominent issue in Vietnam. If not intervened, it will be a big problem in the future.

"In the past, the number of retracted articles was very rare, but in recent years, more than 12,000 articles worldwide have been retracted. Especially during the COVID-19 pandemic, many articles were incorrect, had falsified data, and were disputed.

A few weeks ago in Vietnam, 4-5 articles were withdrawn due to authorship disputes. The majority (25%) were due to duplicate articles and unnecessary published work. There were also cases of falsified data and no research.

In addition, there is also the problem of plagiarism. I hope there is a more effective way to manage science" - Professor Tuan raised the issue thoughtfully.

Spend 1% of GDP on scientific research

Professor Nguyen Van Phuoc - Chairman of the Ho Chi Minh City Union of Science and Technology Associations - said that scientific research in the country progresses in each period and step by step.

"Recently, there have been more open mechanisms in scientific research, more topics, and more complete investment in machinery and equipment. In national policy, 1% of GDP is spent on scientific research.

Ho Chi Minh City alone is currently planning to invest in laboratories and scientific research rooms that meet international standards. The criteria for publications must meet international standards, in collaboration with foreign experts. This will open up opportunities for high-quality leading scientists with conditions for research," said Professor Phuoc.

Professor Nguyen Van Phuoc also stated that it is necessary to create conditions for science and technology, human resources and intelligence to play a decisive role in the country's development in the new era.
