In September 2024, the Department of Education and Training of Binh Dinh province received feedback from a number of parents about the Parents' Representative Board of Phu Cat High School No. 3 mobilizing to collect money to buy televisions for teaching 10th graders; the Parents' Representative Board of Nguyen Huu Quang High School, Phu Cat district mobilizing to collect money to build a student parking lot.
Immediately afterwards, the Department of Education and Training of Binh Dinh province invited the Principals of these two schools to the Department for a meeting and rectification, requesting corrections according to the parents' feedback. Immediately afterwards, the Principals of Phu Cat High School No. 3 and Nguyen Huu Quang High School implemented the corrections. Specifically, Phu Cat High School No. 3 returned the TVs to the Parents' Representative Board of Grade 10 students; Nguyen Huu Quang High School requested the Parents' Representative Board to stop fundraising and refund the money to the parents who participated in supporting the construction of student parking lots. The Department of Education and Training of Binh Dinh province requested all educational institutions in the area to publicly disclose the collected amounts according to the decision of the competent authority.
On the morning of October 2, at the Conference to assess the socio-economic situation of the province in the first 9 months and deploy key tasks in the fourth quarter of 2024, Mr. Lam Hai Giang, Vice Chairman of Binh Dinh Provincial People's Committee, reminded the education sector to focus on the new school year; speed up the implementation of the project to ensure facilities to implement the new general education program. Mr. Lam Hai Giang requested the Director of the Department of Education and Training of Binh Dinh province to review the Principals of schools that allowed the collection of illegal fees:
“The fact that schools collect fees at the beginning of the school year has been reported. The Provincial People's Committee has issued instructions, and the provincial leaders have reminded us right from the beginning of the school year, but the implementation of those instructions has not been good. I told the Director of the Provincial Department of Education and Training to review the responsibilities of the principals of general schools, who have issued instructions but have not strictly implemented them, allowing this to happen right from the beginning of the school year, causing public outrage.”
