Overlap and duplication fixes
Speaking with Dan Tri reporter, Associate Professor, Dr. Vu Van Phuc, Vice Chairman of the Scientific Council of Central Party Agencies, commented that the establishment of 4 Party Committees directly under the Central Committee is a new organizational model, an unprecedented model.
The establishment of 4 Party Committees directly under the Central Committee will ensure the comprehensive and direct leadership of the Party in carrying out political tasks in each bloc: Party agencies, Government, National Assembly, Vietnam Fatherland Front and mass organizations.
"This also overcomes the overlap and duplication between the leadership and direction of the Party Executive Committee, Party Delegation and the Party Committee of the agency or unit as in the past," Mr. Phuc emphasized.
In fact, for many years, the Party work of Central agencies has implemented a two-block model including the Central Agencies Block and the Central Enterprises Block.

Party organizations in the Party, Government, National Assembly, Vietnam Fatherland Front and mass organizations are all directly under the Party Committee of the Central Agencies. Party Committees of State-owned enterprises are directly under the Party Committee of the Central Enterprises.
The two Party Committees of these blocs only lead and direct Party work, not comprehensively lead and direct all aspects of work, especially political tasks.
The establishment of 4 Party Committees directly under the Central Committee, according to Associate Professor, Dr. Vu Van Phuc, both streamlines the organizational apparatus due to the end of the activities of 25 Party executive committees and Party delegations at the Central level; and ensures the direct and comprehensive leadership of the Party over all aspects of work, especially in the implementation of political tasks in each bloc: Party agencies, Government, National Assembly, Vietnam Fatherland Front and mass organizations.
Mr. Phuc also pointed out that in the past, the division of functions and tasks between the Party Executive Committee, the Party Delegation and the Party Committee in an agency or organization was not really clear and coherent, leading to overlap and duplication. The position and role of the Party Committee in many agencies and units were not really respected.
Now the Party's leadership and direction are concentrated on one focal point, the Party Committee. This model will be more thorough and follow the motto "one task is assigned to only one focal point to perform and take responsibility", according to Mr. Phuc.
He said that ending the Party Executive Committee model in government agencies and the Party Delegation model in the National Assembly, People's Councils at all levels, the Vietnam Fatherland Front as well as mass organizations meets practical requirements.
The decision to end the Party Executive Committee model at the Central level has helped reduce 25 central agencies. The administrative apparatus has been rearranged according to a synchronous and smooth model from the Central to the local level, so the 63 Party Executive Committees of the People's Committees of provinces and cities have also ceased operations.

To ensure that this model and organization operate effectively, Mr. Phuc emphasized that the Party Committees of these four Party Committees need to focus on prioritizing the construction and completion of their functions and tasks; and develop and approve the working regulations of the executive committee, standing committee, and standing Party Committee.
In addition, it is necessary to build and approve working relationships with the Politburo, the Secretariat, and affiliated Party Committees; assign tasks to each Party Committee member to the Party Committee Secretary.
Building and implementing the 2025 work program and plan as well as preparing for the Party Congress for the 2025-2030 term... are other important contents that need to be focused on.
Create a favorable environment for capable staff to contribute
To thoroughly implement the General Secretary To Lam's instruction at the ceremony announcing the decision to establish 4 Party Committees directly under the Central Committee, Associate Professor, Dr. Vu Van Phuc said that in the process of organization and implementation, agencies need to constantly innovate and be creative, on the basis of ensuring the principles of Party organization and activities, closely coordinating, to promptly advise on handling any arising issues, if any.
General Secretary To Lam emphasized the principle of ensuring that agencies, organizations and units after the reorganization and consolidation are truly "upgraded", "elevated to a higher level" and "serve the people".
From this requirement, according to Associate Professor, Dr. Vu Van Phuc, the work of selecting and arranging personnel at units after reorganization and merger needs to focus on selecting and arranging the right people for the right job.

According to him, those with strong political will, good moral qualities, good working capacity, and ability to meet increasingly high, difficult, and complicated task requirements should be arranged and used, creating a favorable working environment for them to contribute, mature, and receive appropriate treatment.
Those who do not respond well or cannot meet the new requirements and tasks will be given appropriate policies so that they can transfer to other jobs or retire early...

Mr. Phuc commented that the recent restructuring of the organizational apparatus in agencies and units throughout the political system is only the first step. And the results have been the reduction of intermediary units and levels and the reduction of staff. And with the urgent need for a comprehensive and far-reaching "organizational revolution", he emphasized that there are still many important tasks that need to continue to be directed and focused on.
He also hopes that this streamlining revolution will truly create a turning point for the country's development and serve the people better and better.
