Entering a new era, "What does the Front do?" - the question of the head of the Vietnam Fatherland Front to the Front's cadres nationwide has raised the requirement to be faster, more accurate, and make more efforts in implementing tasks to be worthy of the trust and expectations that the Party, State, and people have entrusted.
2025 is an important year for the Vietnam Fatherland Front at all levels to carry out the new term in accordance with the spirit set forth at the 10th National Congress of the Vietnam Fatherland Front for the 2024-2029 term. This is a term that marks a historic turning point as the country enters an era of national growth.
In the 2024-2029 term, the Front has proposed 6 action programs, of which Program No. 4 "Promoting the role of mastery and self-management of the people, building a united, prosperous and happy residential area" is a new point of the term.
Currently, the Standing Committee of the Central Committee of the Vietnam Fatherland Front is drafting a Guide to implementing Program 4 in conjunction with the Movement to build Cultural Residential Areas in the direction of: building a Solidarity, Prosperity, and Happiness Residential Area on the foundation of a Cultural Residential Area with the role of the Front, in which the spirit of self-management and participation of the people is promoted. In particular, a Solidarity, Prosperity, and Happiness Residential Area is a higher residential area than a Cultural Residential Area...
Talking to PV Dai Doan Ket about this new point, Ms. Vo Thi Minh Sinh, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province, said that this is a big program, very correct and on-point, keeping up with the direction of the Central Committee as well as the trend of the times which is to focus on the grassroots. In the documents of the 13th National Party Congress, it emphasized the need to improve the happiness index of people. Regarding the new rural construction program, the Ministry of Agriculture and Environment has also researched in the direction of building a happy new rural commune. It can be said that the Front has gone one step ahead in building a united, prosperous and happy residential area.
"We take the criteria of Cultural Residential Area as the core to build a Solidarity, Prosperity and Happiness Residential Area, which is a higher residential area than a Cultural Residential Area. Because this is the goal of our Party, as General Secretary To Lam said: Taking the happiness and prosperity of the people as the goal to strive for. Therefore, I strongly agree with this point of view and it is necessary to have early guidance, a framework of criteria, then localities on this basis will, depending on the actual situation, come up with more specific criteria or add more", Ms. Vo Thi Minh Sinh affirmed.
The Chairman of the Fatherland Front Committee of Nghe An province said that Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation is the key to development, so the Front must adhere to this content as a bridge for development. Previously, the Front was a bridge between the Party and the people, but now it must be a "digital bridge", so this content must be made a criterion for a united, prosperous and happy residential area. These residential areas must be cultural residential areas, and the criteria for building a digital society and digital citizens must be added in the spirit of Resolution 57.
It can be said that Resolution No. 57-NQ/TW not only motivates scientists, intellectuals, and businessmen in innovation, but also inspires Front members in carrying out their tasks.
Mr. Dao Trong Duc, Chairman of the Hai Phong City Fatherland Front Committee, said that Hai Phong is building a model of “Digital Citizen Community”. Each Hai Phong digital citizen will ensure 10 factors: “5 have, 2 get and 3 familiar”.
“The 5 haves are: having a smartphone; having a level 2 VneID; having a digital payment account, having an online public service account and having installed and used the Hai Phong Smart application. This Hai Phong Smart application will be connected to the Front's digital ecosystem. The 2 haves are being able to popularize and access digital skills; being able to popularize the code of conduct on social networks, in which, there is another have is being able to score elected representatives on the Hai Phong Smart software. The 3 gets are being used to finding public services on their own; being used to making non-cash payments; being used to practicing cultural behavior on the network environment. With the digital transformation approach, the people are the main body and resource, the Hai Phong City Fatherland Front will gather socio-political organizations to guide and support people in building a digital citizen community,” Mr. Dao Trong Duc shared.
In the atmosphere of the first days of the new year, the new spirit and new opportunities of the country spread in many tasks of the Front. In particular, 2025 is the year the Front sets out its determination to complete the Program to eliminate temporary and dilapidated houses nationwide.
According to reports from localities, as of February 14, 2025, the whole country has supported the elimination of 106,189 temporary and dilapidated houses. Some localities aim to complete this work earlier than required. The localities that have completed the most, helping the poor have new houses for the Lunar New Year 2025 are: Nghe An 7,795 houses; Hoa Binh 1,066 houses; Lam Dong 1,038 houses; Lao Cai 1,006 houses; Ha Giang 937 houses; Bac Kan 878 houses; Dong Thap 876 houses; Ca Mau 843 houses; Soc Trang 1,820 houses. Regarding the completion time of the Program to eliminate temporary and dilapidated houses, 20 localities have determined to complete it before September 30, 2025. 12 localities have determined to complete it in the third quarter of 2025. 37 localities determined to complete according to the Program, by December 31, 2025.
At the 3rd Conference of the Central Committee of the Vietnam Fatherland Front, 10th tenure; Conference of Chairmen of the Vietnam Fatherland Front Committees of provinces and centrally-run cities in 2025, which recently took place, Mr. Do Van Chien, Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front, Central organizations, Chairman of the Central Committee of the Vietnam Fatherland Front, said: all specially mentioned the spirit of having to strongly innovate the content and methods of operation, what the Vietnam Fatherland Front does, how to join the entire Party, the entire people, the entire army to enter a new era, the era of national development.
In implementing Action Program No. 4, he requested that from now until June 1, 2025, the criteria framework for building a united, prosperous, and happy residential area must be completed to be implemented throughout the system.
Regarding the Program to eliminate temporary and dilapidated houses, Chairman Do Van Chien requested the Vietnam Fatherland Front Committees of provinces and cities to focus on drastic implementation and speed up progress to complete it in 2025.
For key national programs such as the implementation of the North-South high-speed railway and the Lao Cai - Hanoi - Hai Phong standard railway, he called on the Vietnam Fatherland Front in localities where the railway passes through to get involved in propagating and mobilizing people to support the land clearance policy so that investors can ensure progress; at the same time, participate in supervising investors in implementing resettlement for people.
“That is the responsibility of the Front when participating in key national programs with specific actions, so that the people can unite and join hands for the major policies of the Party and State,” Chairman Do Van Chien emphasized.
Affirming the position of the Vietnam Fatherland Front that has been and is being expected and trusted by the Party, State and people in consolidating and promoting the great national unity bloc, Chairman Do Van Chien said that, more than ever, each Front cadre needs to be faster, more accurate, and make more efforts in implementing tasks to complete the proposed action program.
