Comrade Hoang Van Hoang, former Standing Deputy Secretary of the Provincial Party Committee, Deputy Head of Ham Rong Club, was honored to meet and work with Comrade Nguyen Phu Trong four times. Comrade Hoang Van Hoang shared: “The first time was in 1997, when I was Chairman of the People's Committee of Hoang Hoa district and accompanied Comrade Nguyen Phu Trong, Editor-in-Chief of the Communist Magazine, to visit Phu Khe communal house in Hoang Phu commune - a very unique and typical architectural work of Hoang Hoa district. That day, Comrade Nguyen Phu Trong carefully researched the history, the traditional cultural beauty of the communal house and the worshiping beliefs of the people of Phu Khe village. Right from the first meeting, I felt that Comrade Nguyen Phu Trong was a very serious person in his work but also very friendly, close and very emotional”.
Amidst the country's busy work, the General Secretary still pays special attention to Thanh Hoa. Since holding the position of Chairman of the National Assembly and later General Secretary of the Party Central Committee, Comrade Nguyen Phu Trong has visited the Party Committee, government and people of Thanh Hoa three times. On all three occasions, Comrade Hoang Van Hoang had the opportunity to work with Comrade Nguyen Phu Trong.
In the story about General Secretary Nguyen Phu Trong, comrade Hoang Van Hoang said: “During his visits and working sessions with key officials of the province, the General Secretary always suggested many issues for Thanh Hoa to develop in all three regions. For the mountainous areas, during his visit and work in Muong Lat district in 2011, the General Secretary explained the causes of poverty and backwardness, thereby orienting appropriate solutions to help Muong Lat escape poverty quickly and sustainably. Particularly for Muong Chanh, the General Secretary noted that Thanh Hoa provincial leaders need to focus resources on building Muong Chanh into a poverty-escaping commune of Muong Lat district”. With the very clear direction and orientation of General Secretary Nguyen Phu Trong, Thanh Hoa assigned the Department of Agriculture and Rural Development to help Muong Lat people plant forests to green bare hills; Economic - Defense Group 5 (Military Region 4) was assigned the task of supporting the Muong Lat people in shifting their economic structure, taking agriculture and forestry as the foundation and strengthening security and defense protection in border areas.

At the same time, the Provincial Party Committee has mobilized and rotated capable and experienced officials to hold key positions in the district to find new directions in socio-economic development. The province has also paid attention to investing in transport infrastructure and socio-economic infrastructure with many large-scale projects and works being implemented. In particular, to create a strong "push", on September 29, 2022, the Provincial Party Committee Standing Committee issued a separate resolution for the "difficult land" - Resolution 11-NQ/TU on "Building and developing Muong Lat district to 2030, with a vision to 2045"... 13 years of implementing the tasks assigned by the General Secretary, all levels and sectors of Thanh Hoa province have always devoted all resources to support Muong Lat district and Muong Chanh commune to develop. Thanks to that, Muong Lat today has made great strides, the appearance of the border area is increasingly improving. Many poor villages and hamlets that previously had no car roads now have solid concrete roads. The electricity grid covers many villages, bringing light and phone signals to every house. The system of schools and medical stations has been solidly invested. In particular, there is no longer poverty and hunger in the district as before. The poverty rate of Muong Lat in 2023 will decrease to 36.96% (19.33% lower than in 2011). The task of building Muong Chanh commune into a model commune to escape poverty has received attention, the whole commune has completed 17/19 NTM criteria, the poverty rate is only 4.82% (down 49.4% compared to 2011).
Regarding the coastal area, General Secretary Nguyen Phu Trong has paid much attention to Nghi Son Economic Zone (KKTNS). Comrade Hoang Van Hoang recalled: “During his visit and work at the KKTNS in 2014, General Secretary Nguyen Phu Trong emphasized the core role and driving force of the KKTNS for Thanh Hoa province in particular and the whole country in general and requested the leaders of Thanh Hoa province to focus on removing difficulties, creating all conditions for the development of the KKTNS as well as the province's large industrial parks, considering this a breakthrough, the right direction, bringing Thanh Hoa to continuously break through and develop”. With many policies "rolling out the red carpet" to attract and call for investment from Thanh Hoa province and the Government, Nghi Son has been welcoming new opportunities, unprecedented chances to grow strong, worthy of the attention and expectations of the General Secretary.
From Nghi Son - where factories are operating at full capacity day and night, petroleum, electricity, steel, cement products... are crossing the sea to all over the country, from the North to the South and beyond the national border, creating momentum and making the greatest contribution to the province's economy.
“Looking back a decade ago, when the General Secretary visited and worked in our province, Thanh Hoa was still a poor land, with revenue not enough to cover expenses, and per capita income below the national average, as the General Secretary had worried about. However, 10 years later, with the highest level of political determination, the NSZ has affirmed its solid position in the economic growth picture of Thanh Hoa, helping Thanh Hoa make many strong marks on the socio-economic development scale of the country,” comrade Hoang Van Hoang excitedly shared.
Although the production value is not as high as the industrial sector, the role of creating breakthroughs has not been affirmed like trade and services, but the use of agriculture as the root for development has been emphasized by the General Secretary during his visit and work with the Provincial Party Committee Standing Committee in 2014. Having met and worked with the General Secretary many times while still in office, Comrade Dinh Tien Phong, former Deputy Secretary of the Provincial Party Committee, former Head of the Provincial National Assembly Delegation, Chairman of the Thanh Hoa Veterans Association, said: “If industry is the “key” to open the door to prosperity, agriculture is considered the foundation for development. Therefore, General Secretary Nguyen Phu Trong requested Thanh Hoa to promote economic restructuring in agriculture; closely linking production with processing and consumption of products, processing and export to improve the lives of farmers”. Following the direction of the General Secretary, Thanh Hoa has seriously implemented many policies, measures, mechanisms and measures that have been issued and put into practice. In particular, Resolution No. 13-NQ/TU, dated January 11, 2019 of the Provincial Party Committee "On land accumulation and concentration for large-scale, high-tech agricultural development in Thanh Hoa province by 2025, with a vision to 2030" has created a major transformation for the entire agricultural sector. From fragmented and small-scale production, localities have formed many large-scale agricultural production models, applying high technology, bringing efficiency and competitiveness to products. Investment attraction in agriculture, linkage to organize large-scale, high-tech production, and value chains have been promoted; the area of land accumulated to meet high-tech standards has increased rapidly. With 508 OCOP products, many of which have reached international standards, Thanh Hoa's name and position have been affirmed as one of the top in the country. The growth rate of the agricultural sector in 2023 reached 4.16%, the highest ever; the total value of agricultural production at actual prices reached 66,280 billion VND, ranking 9th in the country, which is a vivid proof of the success of Thanh Hoa agriculture, creating a solid foundation for socio-economic development in almost all regions of the province.
Throughout his career, General Secretary Nguyen Phu Trong has always paid special attention to the work of Party building and rectification. The deep affection and trust of the Party Central Committee and the General Secretary himself for Thanh Hoa have been summarized in Resolution No. 58-NQ/TW of the Politburo "On the construction and development of Thanh Hoa province to 2030, with a vision to 2045" signed and issued by the General Secretary on August 5, 2020.
