Streamlined administrative procedures
Administrative procedure reform, creating favorable conditions for citizens and businesses, is the city's first priority in innovation and digital transformation. The city focuses on disseminating information and guiding citizens and businesses to use online public services, such as promoting and guiding administrative transactions at the reception and results delivery departments of wards and communes; youth union members and officials from wards and communes visit homes to guide people in submitting administrative procedures online... By 2024, the city aims for 100% of administrative procedures to be implemented on the National Public Service Portal; 100% of administrative procedures to be received electronically; 100% of digitally signed and returned electronically according to the five steps stipulated by the province, with no delays in processing; and 100% of public service fees to be collected cashless at the City Public Administration Center and the one-stop service departments of wards and communes.
The city has deployed work-solving and document management software to 100% of departments, agencies, specialized units, Party organizations, mass organizations, and schools. City leaders and specialized departments use personal digital signatures to digitally sign electronic documents; 100% of incoming and outgoing documents are digitized. On average, the city receives 17,070 documents and issues 5,918 documents annually through the system. Uong Bi is a locality that has achieved high results in implementing the one-stop and integrated one-stop mechanisms. At the city level, 297 administrative procedures under its jurisdiction are handled, with a 100% rate of receipt, appraisal, and approval of procedures; at the commune/ward level, the rate is 77% or higher; and the number of files providing electronic results reaches 100%.
IT infrastructure is gradually becoming modernized.
From 2024 to the present, Uong Bi has been the only one of the 13 district-level localities in the province to organize a competition to test knowledge of digital transformation on an online platform; it has also promptly implemented two projects on digitizing communication and promoting tourism on digital platforms; developed the VR3600 Yen Tu virtual reality tour product; and launched the product in response to the National Digital Transformation Day on October 10th. The city has deployed a security camera system in 10 communes and wards, thereby promoting a digital society and social security. Functional units have trained businesses to access digital transformation, guided them in registering products on e-commerce platforms, and used online public services. The city has 105 community digital technology groups, promoting propaganda, guidance, and bringing digital skills to the people. In April 2024, the Community Digital Technology Group of the Farmers' Association of Phuong Nam ward implemented QR code technology for Phuong Nam early-ripening lychees and livestreamed sales. This model was awarded a Certificate of Commendation by the Provincial People's Committee; representatives of the team attended the meeting with the Prime Minister on National Digital Transformation Day in 2024.
100% of wards and communes have installed traffic cameras and Wi-Fi networks connecting to the internet at village and neighborhood cultural centers. 100% of businesses, organizations, and individuals use electronic invoices; schools, hospitals, ward and commune People's Committees, supermarkets, convenience stores, etc., use cashless payment services. OCOP products achieving 3 stars or higher are listed on e-commerce platforms.
The city established a team to assess information security level applications, which has assessed 14 information security level applications and submitted 14 information security systems to the City People's Committee for approval according to their respective levels, fully updating them on the capdo.ais.gov.vn system. From 2020 to the present, the city has implemented a plan to outsource IT services and upgrade information systems according to their respective levels, ensuring compliance with the approved information security systems. In early 2025, the city will invite officials from the Ministry of Public Security and the Provincial Public Security Department to provide training for all city officials, civil servants, and employees on cybersecurity and state security.
The city currently has IT infrastructure that meets the needs of building an e-government system, including a Wi-Fi network with internal network access; free internet access; a security camera system covering all city administrative headquarters; and an automatic generator system to ensure the operation of the city's e-government system in the event of a power outage. All 10 communes and wards have local area networks (LANs) and WANs with dedicated data transmission lines.
The information security assessment team has a server to run the uongbi.gov.vn website system, and rents space at the National Cyber Security Monitoring Center (CNSC)... In 2024, the city spent nearly 5 billion VND to develop the digital economy and digital society, including 830 million VND to implement the tourism digitalization project and support small and medium-sized enterprises in digital transformation (858 businesses, 1,463 individual business households, and 42 cooperatives all use e-commerce transactions); the remaining funds are allocated to achieving targets regarding the percentage of mobile broadband subscribers, households with broadband fiber optic internet, 100% of medical facilities implementing interconnected electronic medical records; and a high percentage of citizens having digital identities/electronic identification accounts, cashless payment accounts, and electronic health records…
