Last week, according to the 5th session agenda, the National Assembly discussed socio-economic issues in the hall. One of the issues that the National Assembly deputies were interested in and debated enthusiastically in the hall was that officials were afraid of making mistakes and did not dare to do anything.

Talking in the hallway of the National Assembly, National Assembly Deputy Le Thanh Van - Standing Member of the Finance and Budget Committee, delegate of Ca Mau delegation also expressed his views on this content.

3 groups of officials afraid of responsibility

Commenting on the story of officials avoiding, fearing responsibility, and pushing work, Mr. Van said that the story of stagnation in the operation of the apparatus is not new.

In recent years, the head of our Party, General Secretary Nguyen Phu Trong, has repeatedly said that those who do not dare to do something should step aside and let others do it. Prime Minister Pham Minh Chinh has also repeatedly mentioned this issue.

"The cadres are the locomotives, the leaders and deputy leaders are the locomotives to lead, but if they are stagnant, how can the machine and the train run?" Mr. Van worried.

Therefore, the delegate believes that there must be serious rectification, reviewing the responsibilities of the leaders in the whole system, if they are found to be unqualified, unable to ensure the implementation of their duties, they must be replaced. We can start by assessing who is stagnant and does not dare to do.

He also pointed out that there are 3 groups of officials who avoid, shirk, and fear responsibility:

The first group is ignorant, because they don't know anything they don't dare to do anything. This group will be exposed if the cadres are checked.

The second group does nothing because it is not beneficial for themselves, for "group interests". This group holds the title to sit back and enjoy the benefits. On the outside, they appear enthusiastic, but on the inside, if it is not beneficial, they do nothing.

The third group , although aware, is afraid because the anti-corruption campaign is too strong, afraid of being wrong, afraid of getting involved in legal trouble.

“Clearly, it is time to dissect and classify cadres to find a way to handle them. In my opinion, all three groups above must be replaced, or even handled. Because, in legal terms, behavior includes action and inaction. Failure to act, failure to perform assigned tasks and powers is failure to perform the work entrusted by the State and the people, leading to consequences such as stagnant apparatus, and opportunities for socio-economic development being lost. Even if there are actions not done that cause consequences, they must be handled according to the level,” Mr. Van emphasized.

According to the Ca Mau delegation, if this can be done, it will have some effects, namely "shake up" the team, replace qualified and worthy people in leadership positions, operate and manage the system, creating a common resonance of the whole system operating smoothly. Only then will the socio-economic landscape truly move positively.

Furthermore, being able to do so strongly is proof that Conclusion No. 14 of the Politburo on the Policy of Encouraging and Protecting Dynamic and Creative Cadres for the Common Good has come into practice, protecting those who dare to think, dare to do, dare to take responsibility and are ready to replace those who are unqualified, violate the law, and are lazy, as the General Secretary stated in the spirit of the Party Central Committee, which is to put them aside.

Another effect is to activate people's trust, resonate with the Party, the State and the whole society to become a widespread movement, revive the socio-economy. This will make the country's development face turn to a new page.

To do that, Mr. Van said that the Party's Resolution and directives are sufficient, the problem is implementation. The implementation is related to any system, that system must have specific institutions.

The Party system must have specific regulations to deal with lazy cadres and protect cadres who dare to think, dare to do, and dare to take responsibility for the common good.

On the State side, it must be institutionalized by law. The National Assembly may not have issued a law but issued a Resolution, the Government can issue a Decree to concretize the Party's spirit of innovation, creating a solid legal tool for collectives and individuals with authority to immediately handle leaders at all levels who are reluctant to act.

Mechanism to protect cadres who dare to think and dare to do

Speaking more about the mechanism to protect cadres who dare to think and act for the common good, Mr. Van said that this mechanism needs to have some basic content.

First, we must define what it means to dare to think, dare to do, dare to take responsibility for the common good. According to Mr. Van, daring to think means thinking about things that others cannot think of; daring to do means daring to do things that others cannot or have not done; and daring to take responsibility means being ready to accept legal punishment and organizational discipline if one does wrong and causes damage to the interests of the Party, the State, and the people.

However, in the Party resolution there is a “lock”, which is for the common good. If there is no phrase “for the common good”, cadres who dare to think will not dare. Thus, it can be said that the goal is very clear.

Second, we must clarify what “for the common good” is. According to Mr. Van, the common good is the good of the nation, the people, and the Party. That common good does not go against the Party’s basic guidelines and policies, that is, the political platform and resolutions of Party Congresses at all levels.

If it is different from the Central Executive Committee's resolutions and the Politburo's resolutions, then propose to the competent authority for piloting.

For the common good, it must not be contrary to the Constitution, if it exceeds the legal ceiling; in case of exceeding the ceiling of Resolutions of competent agencies, it must also be submitted to the National Assembly for piloting.

Dialogue - Officials are afraid of making mistakes:

The situation of officials being afraid of making mistakes and being afraid of responsibility heated up the parliament during the socio-economic discussion session on May 31-June 1.

In fact, when we were dealing with the Covid-19 pandemic, the National Assembly did something similar, which was the birth of the unprecedented Resolution 30. And the most basic thing is not to exceed the ceiling of the political regime, not to change the nature of society.

Third, we must see whether the content is feasible or not, that is, what is the organic connection between the current situation and the prospect.

Fourth, in the mechanism to protect cadres who dare to think, dare to do, dare to take responsibility, when looking at the results, there must be an objective perspective, it must be placed in the dialectical relationship between favorable conditions and difficult conditions, and unavoidable situations. If in favorable conditions the results are contrary to expectations, it is a failure. At that time, the proposer and the appraisal agencies must take responsibility. This must be done strictly to avoid taking advantage of the mechanism to protect those who dare to think and dare to do.

Finally, when considering disciplining officials who dare to think and act, transparency and clarity are needed. If it is proven that they are corrupt or have taken advantage of others, disciplinary action should be taken immediately.

“And if those who dare to do and take responsibility have been dealt with but cannot prove that their breakthroughs in mechanisms and policies have brought about general effectiveness, then they must be retroactive. Only by protecting them will society believe and those who are about to do it will see the guidelines and policies and have the confidence to do it,” said Mr. Van.

Previously, speaking at the debate in the hall on the morning of June 1 about the current situation of officials being afraid of making mistakes, not daring to do anything and thus neglecting their work, National Assembly delegate Vu Trong Kim (Nam Dinh delegation) stated that this is a real problem in reality. However, the opinions expressed at the meeting were not enough or did not clearly identify the most sensitive causes.

"Inside, officials are afraid of making mistakes, outside, people are sighing with anxiety. Fearing mistakes, they avoid and push things away. Whatever is favorable, they take it upon themselves, and whatever is difficult, they push it onto the organization, other people, and outsiders...", the delegate said.

The Nam Dinh delegation said that General Secretary Nguyen Phu Trong had made an important speech clarifying these manifestations and pointing out the causes. Accordingly, a number of cadres feared that the stronger the fight against corruption, the more discouraged they would be and would not dare to act. This was the most sensitive cause that the National Assembly delegates had not mentioned.

Therefore, Mr. Vu Trong Kim suggested that from now on, inspection, auditing and other relevant agencies in charge of agencies and units should take joint responsibility for the mistakes of the agencies and units, thus ensuring fairness.

The delegate emphasized that "three yellow cards added together make one red card. If we keep giving red cards like this, it will be very dangerous . "
