Prime Minister directs to promote development of small and medium enterprises
Prime Minister Pham Minh Chinh signed and issued Directive No. 10/CT-TTg dated March 25, 2025 on promoting the development of small and medium-sized enterprises; requiring ministries, branches and localities to resolutely implement the goal of developing small and medium-sized enterprises quickly and sustainably, increasing in quantity, quality, scale, operational efficiency and making important contributions to the economy. Strive to have at least 1 million more enterprises by 2030.
Program to reduce and simplify administrative procedures related to production and business in 2025 and 2026
The Government issued Resolution No. 66/NQ-CP dated March 26, 2025 approving the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026 (the Program).
The goal of the Program is to immediately reduce and simplify administrative procedures (AP) related to production and business activities by 2025, ensuring the abolition of at least 30% of unnecessary investment and business conditions; reduce at least 30% of processing time for APs, and 30% of compliance costs for APs.
By 2026, 100% of unnecessary or conflicting, overlapping or general, non-specific or unclear investment and business conditions will be reduced and simplified; 100% of investment and business conditions of industries and professions not included in the list of conditional investment and business sectors and professions of the Investment Law will be abolished.
Regulations on orders between the State Bank and money printing and minting establishments
Deputy Prime Minister Ho Duc Phoc signed Decision No. 06/2025/QD-TTg dated March 26, 2025 regulating the placement of orders between the State Bank of Vietnam and printing and minting establishments to print paper money and produce metal money.
According to regulations, Service Providers of printing and minting banknotes and producing metal money must meet the following conditions: Be legal printing and minting establishments, with the function of printing banknotes and producing metal money according to the provisions of banking law; have sufficient financial capacity, facilities, equipment, machinery, technical level, production technology, management level and workforce; ensure security and safety for printing and minting activities according to the provisions of law.
Controlled pilot deployment of telecommunications services using low-orbit satellite technology
In Decision No. 659/QD-TTg dated March 23, 2025, the Prime Minister allowed the US Space Exploration Technologies Corporation (SpaceX), the provider of Starlink satellite internet service, to pilot controlled telecommunications services using low-orbit satellite technology in Vietnam.
SpaceX is allowed to pilot controlled investment in telecommunications services with network infrastructure, a type of satellite telecommunications network using low-orbit satellite technology in Vietnam on the principle of ensuring national defense and security, without limiting the percentage of share ownership, capital contribution or contribution ratio of foreign investors as prescribed in Point a, Clause 1, Article 13 of Resolution No. 193/2025/QH15; pilot the granting of licenses to use radio frequencies and equipment for telecommunications service providers using low-orbit satellite technology instead of granting licenses to use radio frequencies and equipment for terminal equipment users as prescribed in Point b, Clause 1, Article 13 of Resolution No. 193/2025/QH15.
Approval of the Hiep Hoa Urban Master Plan (Bac Giang)
Deputy Prime Minister Tran Hong Ha signed Decision No. 661/QD-TTg dated March 24, 2025 approving the Master Plan for Hiep Hoa Urban Area, Bac Giang Province to 2045, scale 1/10,000.
The goal is to build Hiep Hoa district into a type IV town before 2030 in the direction of a green, smart, modern and unique urban area, with breakthroughs to develop the district's economy sustainably; by 2045, it will become a type III urban area, with outstanding characteristics of a harmonious combination between tradition and modernity, with an attractive and distinctive image associated with environmental and landscape protection.
Developing Hanoi University of Science and Technology into the group of leading higher education institutions in Asia
Deputy Prime Minister Le Thanh Long signed Decision No. 663/QD-TTg dated March 25, 2025 approving the Project to develop Hanoi University of Science and Technology into the group of leading higher education institutions in Asia.
The goal is to develop Hanoi University of Science and Technology into a modern higher education institution, among the leading universities in Asia in the field of engineering and technology; a center of excellence in training, talent development, research and innovation, playing a leading role in the Vietnamese higher education system in the fields serving strategic technology and industrial development.
Developing high-quality training centers in Buon Ma Thuot City and Da Lat City
Deputy Prime Minister Le Thanh Long signed Decision No. 671/QD-TTg dated March 26, 2025 approving the Project on developing high-quality training centers in Buon Ma Thuot city and Da Lat city by 2030, with a vision to 2045.
The general goal is to develop Tay Nguyen University and Da Lat University into two leading high-quality training centers in the Central Highlands region, including some key fields in the top 10 prestigious training institutions nationwide, striving to be in the list of 100 leading schools in Southeast Asia; and to expand access to higher education in the region.
