About Ham Cuong model commune
We came to Ham Cuong commune (Ham Thuan Nam district) - the first locality to achieve the standard of a model new-style rural commune of the district and the province, and easily felt the strong transformation through each road and each roof. The flat concrete roads wind around the fertile dragon fruit gardens, and the spacious Thai-roofed houses are built close together. Leading us on the new concrete road into the hamlet, Mr. Dong Dac Cu - Head of Phu Sung village could not hide his pride: "Now, the village roads are bright thanks to the lighting system and security cameras. Security and order are guaranteed, everyone is at ease". Currently, the whole village has 9 roads with 91 light bulbs and 16 surveillance cameras, directly connected to the People's Committee and the Commune Police. Not only changing its appearance, Ham Cuong also promotes the application of technology in life. Phu Sung village was chosen as the site for the construction of a "Smart Village", where people have wide access to the internet and digital technology. Every household has an internet connection, 4G, and the Village Cultural House provides free wifi for the community. Cashless payments are becoming more and more popular, from buying and selling goods to paying bills such as electricity and water.

The commune has Ham Cuong Agricultural Cooperative (HTX) which not only supplies materials but also signs contracts to consume products and applies high technology in dragon fruit production. The cooperative has established zalo groups for people to update market information, share experiences, and at the same time guide them to write electronic production diaries and trace the origin of products. In addition to dragon fruit as the main crop, Ham Cuong has promoted production linkages according to the value chain to develop a number of new crops and livestock applying high technology such as growing melons in greenhouses. Up to now, 3 products of the commune including white-fleshed dragon fruit of Phu Cuong Dragon Fruit Cooperative, melons of Thanh Tung Farm and sand hill chicken have achieved 3-star OCOP certification, contributing to raising the level of local products.

Improve the quality of rural life
The year 2024 marks a new step forward in the province's new rural development when 17 more communes are recognized as meeting new rural standards, advanced new rural standards and model new rural standards. Notably, for the first time, the province has 4 communes meeting new rural standards, including Ham Cuong (Ham Thuan Nam), Me Pu, Dong Ha, Tra Tan (Duc Linh). Along with that, 8 communes were recognized as advanced new rural standards and 5 communes reached the new rural standard. Up to now, the whole province has 79/93 communes meeting new rural standards, 14 advanced new rural communes and 4 model new rural communes. Phu Quy and Duc Linh districts continue to maintain the title of meeting new rural standards at the district level.
It can be said that the achievements in building new rural areas are not only in numbers, but more importantly, the consensus of the people has created a clear change in the countryside. The new rural construction program not only changes the face of the countryside but also improves the quality of life of the people. Traffic infrastructure, electricity, water, schools, and medical stations are invested synchronously, expanded even in remote areas. Village roads and alleys are increasingly spacious and clean. In addition, the cultural and spiritual life of the people is improved, traditional values are preserved and promoted. In particular, the cultural and spiritual life is increasingly rich when many village cultural models are maintained and developed. There is no longer a scene of rural farmers only worrying about farming all year round, now they have time to participate in sports and entertainment activities, improving their spiritual life.
In terms of economy, the structure of rural areas has changed positively. Rural industry and services have developed rapidly, agricultural production has been stable, many specialized agricultural areas have been formed to promote the province's advantages and better meet market demand. The value chain is increasingly linked, in which cooperatives play a bridging role between farmers and businesses, helping local products reach further. OCOP products are constantly developing, creating more jobs and increasing income for people. Thanks to the above efforts, the poverty rate in the province has decreased significantly. In the period of 2022 - 2025, the poverty rate in the whole province is 3.2% (10,869 households), by 2022 it will decrease to 2.58%, and by 2024 it will be only 1.04%.
In 2025, the province will focus all resources on building advanced new rural areas and model new rural areas, associated with the development of modern agriculture and sustainable rural economy. The goal is not only to improve the quality of criteria but also to improve people's lives, develop synchronous infrastructure, ensure a bright - green - clean - beautiful environment, rich in identity and adapt to climate change. The focus is on improving the quality of criteria, effectively implementing 11 contents of the program and specialized programs to improve the quality of life of rural people. At the same time, solving pressing problems in building new rural areas: environment, food safety, clean water in rural areas, promoting rural economy, improving the efficiency of cooperatives, supporting innovative start-up businesses. The province promotes agricultural restructuring towards modernization, applying smart technology and mechanization in production. Promote joint ventures, associations, form value chains, attract more businesses to invest in rural areas, diversify OCOP products...
