After 50 years of formation and development (April 8, 1975 - April 8, 2025), Ham Thuan Bac today has had a strong transformation, with outstanding and comprehensive development. Each result achieved is from the blood and bones, crystallization of sweat, effort, and intelligence of generations of cadres, party members and all the people of this heroic land.
Glorious history
Ham Thuan Bac district during the resistance war was called Ham Thuan, with a heroic tradition in the two resistance wars against the French and the Americans to save the country. Ham Thuan has a very important strategic position. A land with an arc-shaped terrain, mountains, hills bordering the sea, forming the bases of Tam Minh, Le Hong Phong, Tam Giac, Mien Tay and leaning against the Truong Son mountain range, creating a "tripod" surrounding Phan Thiet, the enemy's headquarters in Binh Thuan province to encircle and attack the enemy, ensuring the smooth flow of the North - South strategic corridor. At the same time, Ham Thuan is also a great rear base, a place that provides human resources and material resources for the province and Zone VI. Therefore, the enemy does not hesitate to use any means or measures to suppress, in order to extinguish the resistance will of the army and people of the district.
However, with an indomitable and steadfast spirit, even in the most difficult circumstances, the army and people of Ham Thuan district have always been loyal, steadfast, and firmly believed in the revolution, believed in the leadership of the Party, and were ready to sacrifice everything for independence and freedom. In the early morning of April 8, 1975, the army and people of Ham Thuan simultaneously opened fire to attack Thien Giao sub-region, liberating Ma Lam. On the momentum of great victory, our forces continuously attacked and completely liberated Ham Thuan, contributing significantly to the liberation of Phan Thiet, Binh Thuan province on April 19, 1975, and moving towards the complete liberation of the South, unifying the country on April 30, 1975.
At the end of the war, Ham Thuan had over 6,000 cadres, soldiers and people sacrificed, nearly 5,000 people were imprisoned, tortured, and disabled. Hundreds of families sacrificed 3 to 5 of their beloved children, many mothers sent their husbands and children to the front, many of whom rested forever in the bosom of the motherland. With such great sacrifices, Ham Thuan district was awarded the title of "Hero of the People's Armed Forces" by the Party and State in 1978; 3 units of the district's armed forces, 14/17 communes and towns and 10 individuals were also awarded the title of "Hero of the Armed Forces", 799 mothers were honored with the title of Vietnamese Heroic Mothers, the locality with the largest number of Vietnamese Heroic Mothers in the province.
Strong move
After liberation, Ham Thuan district had to face countless difficulties and challenges due to the huge consequences of war. The desolate and ruined landscape of a land plowed by bombs and bullets. With great determination, the whole district immediately embarked on reconstruction and healing the wounds of war. The top priority was to bring the economy out of the depression, eliminate poverty and backwardness to develop. However, the local reality at that time faced countless difficulties with a low starting point, limited accumulated resources, and poor infrastructure for development.
As a dry land, production is very unstable, "dry fields, dry grass, water waiting for water", so irrigation development is a key, urgent and top priority task of the district Party Committee through many terms and is also the burning desire of the people of the district. With high determination, by their own strength and with the attention and investment of superiors, the district's irrigation system is basically complete with 45 small and medium irrigation works. Especially since Song Quao reservoir was invested in by the Central Government in 1988 and started to exploit since 1995, it has truly been a turning point in the life of the people of Ham Thuan Bac. With irrigation, many barren, barren lands, many unstable one-crop rice fields have become 2,3 crops or lush fruit trees. The current proactive irrigation area is over 90%, more than 9 times higher than in 1983 when the district was separated. Besides rice which is still the main crop, concentrated fruit growing areas such as dragon fruit, durian... have been formed on over 11,000 hectares; industrial tree growing areas such as rubber, cashew, coffee on over 2,000 hectares mainly in the highlands. Livestock development is concentrated. Agricultural production value will reach 190 million VND/ha in 2024, more than 14 times higher than before the Song Quao irrigation project (1995).
In addition, industry and services are increasingly developing. The program of building new rural areas and civilized urban areas has achieved many results. Currently, the whole district has 12 communes meeting new rural standards and 2 towns meeting civilized urban standards; cultural values are preserved and promoted. National defense and security are maintained. People's lives, including ethnic minority areas, have gradually improved, with average income per capita in 2024 reaching 57 million VND. Social security policies have been well implemented, so far, the support for improving housing for policy families facing difficulties has been basically completed with over 2,300 houses; nearly 2,800 poor and near-poor households have been supported to eliminate temporary and dilapidated houses. The rate of households using electricity and hygienic water for daily life is 99%, the rate of multidimensional poverty is currently 2.32% in 2024; near-poor households are 2.74%. Along with that, the work of building the Party and the political system achieved comprehensive results; the leadership capacity and fighting strength of the Party organization and Party members continued to be enhanced, the great national unity bloc was constantly consolidated and promoted... Mr. Nguyen Ngoc Thach - Secretary of the Ham Thuan Bac District Party Committee affirmed: "That is the result of countless efforts and determination of the entire Party Committee and people in the district, multiplied by the traditional strength of revolutionary struggle of heroic Ham Thuan".
The Secretary of the Ham Thuan Bac District Party Committee said: Our country is moving into a new period of development, which is the era of national growth, prosperous development, strength, and steady progress towards socialism. The Secretary of the Ham Thuan Bac District Party Committee called on all cadres, party members and people of all walks of life in the district to always maintain faith in the leadership of the Party, in the cause of national renewal, in socialism - the path that the Party, Uncle Ho and our people have chosen. At the same time, continue to promote the revolutionary tradition of heroic Ham Thuan, strengthen solidarity, turn it into aspirations, constantly strive to build the homeland to become increasingly rich and civilized, contributing to the province and the whole country entering a new era, an era of prosperous and strong development.
