The leaders of the Central Committee of the Vietnam Farmers' Union and the provincial leaders requested the Executive Committee of the Ha Tinh Farmers' Union for the 2023-2028 term to continue to build and consolidate a strong association; pay attention to protecting the rights and interests of farmer members; accompany and support farmers in economic development.
On the morning of September 21, the Executive Committee of the Provincial Farmers' Association held a solemn session of the 10th Congress of the Ha Tinh Farmers' Association for the 2023-2028 term with the participation of 225 official delegates. Attending the congress were Vice President of the Central Committee of the Vietnam Farmers' Union Bui Thi Thom; leaders of a number of units under the Central Committee of the Vietnam Farmers' Union; leaders of farmers' unions of Nghe An and Quang Binh provinces. Completed and exceeded 12/12 targets
During the past term, farmers' associations at all levels have closely followed the directives and resolutions of the Party and the superior associations to implement the tasks of the association and the farmers' movement in a fairly synchronous and effective manner in all areas of operation. As a result, 12/12 targets set out in the Resolution of the 9th Provincial Farmers' Association Congress were achieved and exceeded the plan (6 targets were exceeded).

The work of organizing and building the association has been given attention by all levels of the association in both breadth and depth. During the term, 23,171 members were admitted (reaching 110.3% of the resolution target), bringing the number of members in the whole province to 227,479, accounting for 86.7% of the farmer households. The association at all levels established 653 association groups and 29 professional branches that operated effectively (reaching 102.3% of the resolution target).
The Farmers' Support Fund at all levels continued to develop and improve the efficiency of its operations, with an average growth rate of 49.6% per year (165% of the resolution target). To date, the Farmers' Support Fund in the province has reached VND55,841 billion, an increase of VND30,217 billion compared to the beginning of the term.
Vice Chairman of the Provincial Farmers' Association Tran Dinh Uoc presented a draft report on the results of the association's work and the farmers' movement for the 2018-2023 term; directions and tasks for the 2023-2028 term .
The association at all levels has also focused on propaganda and training to raise awareness and qualifications for members and farmers; promoting the application of science and technology in labor and production to improve productivity and quality of agricultural products, ensure food safety and bring high economic efficiency.
During the past term, many large-scale models generated incomes of over 1 billion VND/year. On average, 87,422 households were awarded the title of excellent producers and traders at all levels (achieving 109.3% of the resolution target).
The emulation movements of the association continue to be developed extensively and have a pervasive influence, contributing to the successful implementation of socio-economic development goals, ensuring national defense and security, building new rural areas, and building a strong political system.
In particular, in the movement to build new rural areas and civilized urban areas, the core role of cadres, members and farmers is affirmed and clearly demonstrated with contents such as: building model gardens, model residential areas, ecological residential clusters; experiential tourism models; bright - green - clean - beautiful - safe - civilized clusters...
The congress was attended by 225 official delegates, representing more than 227,000 members across the province.
The inspection and supervision work of the association has been strengthened; the quality and effectiveness of inspections and supervisions have been improved. During the term, the association at all levels has conducted 10,768 inspections and supervisions (achieving 112.6% of the resolution target).
Emulation and reward work was carried out seriously and in accordance with regulations; typical cadres, members and farmers were promptly commended and promoted. During the term, 6 farmers were honored as outstanding farmers by the Central Committee of the Vietnam Farmers' Union; many collectives and individuals were awarded noble titles by the Party, the State, the Vietnam Farmers' Union, the province and the provincial-level association.
With the spirit of "Solidarity - Creativity - Cooperation - Development", in the 2023 - 2028 term, the Provincial Farmers' Association aims to unite, be creative, build strong farmers' associations at all levels, operate effectively, meet the requirements of the association's tasks and the farmers' movement and the province's political tasks in the new period. Improve the capacity, role and responsibility of the association's staff at all levels; strive to form a generation of farmers with management capacity, professional production skills, meeting the increasingly high requirements of modern agricultural production and market requirements. Improve the quality of the "Farmers' movement to compete in production, good business, solidarity to help each other get rich and reduce poverty sustainably"; effectively coordinate the implementation of programs and projects for economic and social development in rural areas.
The Congress also identified 3 breakthroughs, 15 main target groups and key tasks and solutions for the new term.
Some main indicators: - Over 90% of full-time association officials at all levels and branch heads are equipped with knowledge about agriculture, rural economy, digital transformation, and association work. - Introduce, consider and admit at least 1,500 new outstanding members into the Party. - Establish at least 65 professional farmer associations; over 2,000 professional farmer associations; support the establishment of 65 new cooperatives and over 1,000 cooperative groups. - 100% of district-level farmers' associations take the lead in organizing social monitoring and criticism sessions. - 100% of the association's facilities completed their tasks well. - Every year, 75% of farming households register and 60% or more of registered households achieve the title of excellent production and business at all levels. - 100% of member households commit to producing, processing and consuming agricultural products to ensure food safety. - Support at least 10,000 farming households to have accounts on e-commerce platforms; each association establishes at least 1 community digital transformation team. - Mobilize the construction of at least 13 community-based ecotourism models. |
In their speeches at the congress, delegates shared many good and creative ways to build the association movement, production and business. At the same time, they "suggested" many solutions to strengthen the association movement, focusing on contents such as: innovating content and methods, improving the quality of association activities; promoting the effectiveness of association organizations in monitoring and social criticism; improving the quality of the movement of farmers competing in production and good business, uniting to help each other get rich and sustainably reduce poverty.
Ms. Chu Thi Hong Ha - Director of Thuan Ha Deer Velvet Private Enterprise (Huong Son) presented on the topic "Experience in building and developing value chains in agricultural production".
The discussion at the congress also focused on proposing solutions to support farmer members to invest in expanding production, building and promoting brands, connecting product consumption; developing collective economy in agriculture associated with digital transformation; propaganda and mobilization work for farmers to implement land concentration and accumulation and mechanization in agricultural production...
Building a comprehensive model of Ha Tinh farmers
Speaking at the congress, Vice President of the Central Committee of the Vietnam Farmers' Union Bui Thi Thom emphasized: The results achieved in the past term have demonstrated the role and position of the Ha Tinh Farmers' Union, actively contributing to the results of the association's work and the farmers' movement nationwide, making an important contribution to socio-economic development, ensuring national defense and security, and building a clean and strong Party and government.

The Vice President of the Central Committee of the Vietnam Farmers' Union also suggested and oriented many contents for the Executive Committee of the Ha Tinh Provincial Farmers' Union for the 2023-2028 term to implement in the coming time. The focus is to promote propaganda, mobilization and effective implementation of the Party's resolutions, policies and laws of the State, especially those related to agriculture, farmers and rural areas; take care of building and consolidating a comprehensively strong association; constantly innovate the content and methods of operation of the association in a practical and effective direction; take care of comprehensive development for farmers; promote the representative role of the peasant class.
With the responsibility of "being the center and core in the farmers' movement and the construction of the new rural areas", all levels of the association need to strongly promote among cadres and farmers' members, create a spreading force and improve the quality of patriotic emulation movements with specific, practical activities bearing the association's colors.
Actively promote and mobilize members and farmers to build cultural families, cultural villages, and preserve rural cultural identity. Guide and support farmers to connect, introduce, and consume agricultural products, especially through e-commerce trading floors; build brands, geographical indications, and trace the origin of agricultural products.
Immediately after this congress, the Executive Committee of the Ha Tinh Farmers' Association, term X, needs to promptly develop operating regulations and a working program for the entire term; assign specific tasks and assign work responsibilities to each comrade.

Speaking at the congress, Provincial Party Secretary Hoang Trung Dung acknowledged and highly appreciated the efforts of all levels of the association, the efforts of the staff and farmers of the province.
In the new term, the Provincial Party Secretary requested that all levels of the association continue to promote propaganda work and raise awareness among cadres, members and farmers about the position, role and tasks of the peasant class in the cause of industrialization and modernization.

Mobilize and encourage members and farmers to develop agriculture in an ecological direction, apply advanced science and technology, improve quality and added value; replicate organic, circular and green agricultural production models.
Flexibly convert crop and product structures to suit market advantages and needs, adapt to climate change; create many valuable products for export; link production with product consumption for farmers.
The association must regularly listen to the voices of the grassroots, share and accompany farmers; pay attention to protecting the rights and interests of farmers. Carry out more effective supervision of the ethics, lifestyle and qualities of cadres in residential areas, contributing to building the Party and building an increasingly strong political system. Build a team of Farmers' Association cadres with sufficient capacity, qualifications, ethics, practical experience, daring to create breakthroughs in the association's work and the farmers' movement in the province to adapt to new conditions.
