At the meeting, the two Standing Editorial Teams discussed a number of important and outstanding contents of the two draft Reports, focusing on issues related to the assessment of the 5-year implementation of the Socio-Economic Development Strategy 2021-2030, viewpoints, development goals and main tasks and solutions for the 5-year period 2026-2030. In the process of developing the Political Report and the Socio-Economic Report, the two Editorial Teams will continue to have discussions and exchanges on specific contents to ensure consistency of content between the two Reports as required by the Central Committee.
In his speech, Prime Minister Pham Minh Chinh emphasized that in order to prepare for the 14th National Party Congress, we need to build a "correct, accurate", suitable, feasible policy that does not go against the trend and flow of the times; maximize the country's resources; need an apparatus and a team of cadres who are aware of the Party's policy to concretize it; organize the implementation of the policy well, and be flexible in the process of leadership, direction, and administration. From there, we put forward ideas, viewpoints, tasks, solutions, and ways to organize implementation.

The Prime Minister stated that in terms of guidelines, our socialism and the path to socialism are quite clear, suitable for the world situation and Vietnam, based on the foundation of Marxism-Leninism with Ho Chi Minh Thought, creatively applied in Vietnam's conditions, combining the 4,000-year tradition of history and culture of the nation; we implement the three main pillars of building a socialist rule-of-law state, socialist democracy, building a socialist-oriented market economy; consistently taking people as the center, the subject, and at the same time the goal, the resource, and the driving force for development, not sacrificing progress and social justice to pursue mere economic growth.
The Prime Minister emphasized the implementation of 6 key tasks: Implementing an independent, self-reliant, diversified, multilateral foreign policy, being a good friend and reliable partner with all countries in the world, being a responsible member of the international community; implementing the policy, promoting the diplomatic identity of the "Vietnamese bamboo tree" "firm roots, strong trunk, flexible branches"; determining the economy as the central task, building an independent, self-reliant economy but actively and proactively integrating into the international community in a practical and effective manner; having 3 strategic breakthroughs in the economy; implementing the national defense and security policy, building a people's national defense and security, building a national defense posture for the whole people, a people's security posture, a solid people's heart posture, implementing the "4 no's" defense policy; Culture is the spiritual foundation, "If culture exists, the nation exists, if culture is lost, the nation is lost", "Culture lights the way for the nation", culture is national, popular, scientific; ensures social security, fairness and social progress, leaving no one behind; social security is inclusive, comprehensive, and overall.

The Prime Minister emphasized that we must consider Party building as the key task, personnel work as the “key of the keys”; improve the leadership capacity and fighting strength of Party organizations and Party members; go hand in hand with actively fighting against corruption and negativity, with no forbidden areas or exceptions. The point is that we need to demonstrate, illustrate clearly, summarize and supplement.
Regarding the socio-economy, the Prime Minister requested the two Editorial Teams to carefully analyze the unprecedented context of the Covid-19 pandemic in human history, the consequences of which are still present today, affecting major economies; competition between major countries; conflicts and wars between regions; the world is generally peaceful, but there are still wars in some areas - Generally peaceful, but there are still tensions in some areas - Generally stable, but there are still conflicts in some areas. Regarding other major goals such as developing expressways, the Prime Minister believes they will be achieved; he said that currently, more than 40 provinces and cities are actively participating in developing the expressway system with feasible resources, not "on paper". Since the beginning of the term, we have completed more than 1,000km of expressways, and by the end of this term, another 1,000km will be completed.

Throughout, we ensure social security, people's quality of life, fairness, and environmental protection. This is a consistent issue in our country's process of advancing to socialism; ensuring political stability, social order and safety, maintaining a peaceful, cooperative and developing environment; thinking, methodology and approach to solving practical problems; must closely follow practice, start from practice, take practice as a measure, from which to apply creative, flexible, appropriate and effective policies.
The Prime Minister stated that when the world situation changes, Vietnam's approach is to develop from internal resources, external resources are important and breakthrough. Internal resources are people, nature, historical traditions, culture, considering these as strategic, fundamental, long-term, and decisive. Our approach is correct because it has results.
In terms of resources, we must mobilize resources from public-private partnerships, implement three strategic breakthroughs to mobilize resources. Institutions are also resources, driving forces, and goals for development; strengthen decentralization, decentralization, and resource allocation, improve implementation capacity, strengthen supervision, inspection, and monitoring; resources originate from thinking, driving forces originate from innovation, and strength originates from the people. The effect is that the material and spiritual lives of the people are improved; the country's position is increasingly enhanced in the international arena. As General Secretary Nguyen Phu Trong affirmed, our country has never had such a foundation, potential, position, and international prestige as it does today.
Regarding lessons learned, the Prime Minister emphasized that we are increasingly mature in theory, implementation, vision, approach and thinking in handling current domestic and international issues; increasingly courageous in overcoming difficulties; strengthening solidarity and unity under the leadership of the Party, headed by General Secretary Nguyen Phu Trong.
In the coming time, the Prime Minister requested that on the basis of this summary, we supplement and perfect the basic points of the path to socialism in the coming period, by 2030, the 100th anniversary of the Party's founding: focusing on economic goals, scenarios, tasks, solutions and foundations to achieve the goals.
The Prime Minister requested that the goals set to both increase the country's potential and strive for, often need to be set a little higher to make efforts; continue to implement 3 strategic breakthroughs, focus on innovation, startups; focus on human resources. Regarding solutions, we need to continue to renew old growth drivers, drastically implement new growth drivers such as green growth, digital transformation, green transformation, circular economy, knowledge economy, sharing economy, and enter emerging industries. The way to mobilize resources is still to remove institutions to mobilize resources in society and people. It is necessary to strengthen decentralization, decentralization, simplify administrative procedures, reduce inconvenience for people and businesses; The Prime Minister said that a working group is being established to study and propose the promulgation of 1 law to amend many laws, and propose the promulgation of a Resolution to amend regulations.
