On the afternoon of August 21, Politburo member and Prime Minister Pham Minh Chinh, Head of the Socio-Economic Subcommittee of the 14th National Party Congress (Subcommittee), chaired a meeting of the Subcommittee Standing Committee with the Standing Committee of the Subcommittee's Editorial Board.
Attending the meeting were: Politburo member, Party Central Committee Secretary, Chief Justice of the Supreme People's Court Nguyen Hoa Binh; Party Central Committee members: Minister of Planning and Investment Nguyen Chi Dung, Minister, Head of the Government Office Tran Van Son, Chairman of Hanoi People's Committee Tran Sy Thanh; Standing members of the Sub-Committee, Standing Editorial Team.
The meeting aims to review the work of the Subcommittee, identify key tasks in the coming time and especially give opinions on the draft Report on the assessment of 5 years of implementing the 10-year Socio-Economic Development Strategy 2021-2030, directions and tasks for socio-economic development in the 5-year period 2026-2030, before the plenary session of the Subcommittee gives opinions on the draft to submit to the Politburo, to submit to the 10th Central Conference, 13th tenure.
According to reports and opinions at the meeting, after the second session, the Subcommittee proactively, actively, and made efforts to deploy and complete many tasks to ensure progress and quality. In particular, it submitted to the 9th Central Conference for approval of the detailed outline of the Socio-Economic Report; developed the Draft Socio-Economic Report; researched, compared, and updated the content of the Draft Political Report according to the principle that the Political Report is the central report and the Socio-Economic Report is a thematic report.
During the working process, the Editorial Team of the Document Subcommittee and the Socio-Economic Subcommittee regularly exchanged to ensure consistency and updates between the two reports. The Subcommittee organized working delegations to survey and work with 4 regions: Northern Midlands and Mountains, Red River Delta, North Central and Central Coast, and Central Highlands.
Along with studying valuable reports, proposals and recommendations from local practices through working sessions in regions and in-depth research topics of a number of ministries and branches on important and key areas, the Editorial Team updated and drafted the Report on the assessment of 5 years of implementing the 10-year Socio-Economic Development Strategy 2021-2030, and the directions and tasks for socio-economic development in the 5-year period 2026-2030.

Speaking at the meeting, Prime Minister Pham Minh Chinh, Head of the Subcommittee, acknowledged and highly appreciated the Subcommittee members and the Editorial Team for working with a high spirit and responsibility, ensuring quality and progress; requested to continue promoting and further perfecting the draft report to serve the upcoming plenary session of the Socio-Economic Subcommittee.
The Head of the Subcommittee requested to organize working delegations of the Subcommittee to survey, work and collect opinions in two regions, the Southeast and the Mekong Delta; and to seek opinions from former leaders of the Party, State and Vietnam Fatherland Front to supplement and complete the report.
The Prime Minister requested that the drafting of the Report must closely follow the Resolution of the 13th National Party Congress, the 10-year socio-economic development strategy 2021-2030 and the directions and tasks of socio-economic development for the 5-year period 2021-2025, the resolutions of the Central Committee, the National Assembly, and the Government, with specific data to prove it.
The Prime Minister requested to urgently review the content according to the direction of the Central Committee and seriously implement the direction of General Secretary and President To Lam at the meeting of the Standing Committee of the Document Subcommittee on August 14; supplement the content, develop a draft Report to ensure completeness, comprehensiveness, and objectivity, especially on the results of socio-economic development in the past 5 years, in the context of the world situation with many difficulties and complications, such as the Covid-19 pandemic with prolonged consequences, strategic competition, conflicts, broken production, supply, and distribution chains, affecting the domestic economic development situation, while still having to deal with outstanding issues and newly arising issues.
The draft report needs to clearly identify the level of completion of socio-economic targets, especially economic growth targets; public debt, government debt, foreign debt, budget deficit are effectively controlled; highlights in infrastructure development, such as expressways, 500 kV power transmission line circuit 3, research on construction of high-speed railways, etc.
The draft report also needs to highlight achievements in social security, especially during the Covid-19 pandemic; increase wages for workers, increase basic wages for civil servants and public employees; not sacrifice progress, social justice and the environment to pursue purely economic growth; achievements in preserving and promoting values, developing culture on par with politics, economics, society...
Thereby, affirming the efforts and endeavors of the entire political system, the support of the people and businesses under the leadership of the Party. At the same time, stating the causes and lessons learned in leadership, direction and implementation.
The Prime Minister also emphasized that the draft Report on the directions and tasks of socio-economic development for the 5 years 2026-2030 needs to analyze the context and situation to determine opportunities, advantages, difficulties and challenges; identify key viewpoints, goals, targets, solutions and tasks; review and supplement action guidelines, new approaches, breakthrough viewpoints and orientations for the coming period to promote socio-economic development, and realize national development goals by the time of the 100th anniversary of the Party's founding and the 100th anniversary of the country's founding.
The Prime Minister said that, along with implementing the three strategic breakthroughs, especially the breakthrough in infrastructure development, it is necessary to renew traditional growth drivers such as investment, export, consumption, and promote new growth drivers such as green economy, digital economy, circular economy, knowledge economy, sharing economy, emerging fields, based on science, technology, innovation, and creativity; promote decentralization and delegation of power along with resource allocation, improve the implementation capacity of subordinates, strengthen inspection and supervision; reform administrative procedures; remove difficulties and obstacles in mechanisms and policies; develop cultural and entertainment industries; attach importance to social security; build smart, modern, and civilized urban areas...
In particular, it is necessary to propose breakthrough mechanisms to mobilize all resources, especially public-private partnership for the development of transport infrastructure, health, education, culture, society, etc. to develop the country, by 2030 it will be a developing country with modern industry and high average income, and by 2045 it will become a developed country with high income.
