Also attending were leaders of the Provincial Vietnam Fatherland Front Committee; members of the Steering Committee for administrative reform (PAR) and improving the Provincial Competitiveness Index; Provincial Digital Transformation Steering Committee; Provincial Project 06 Working Group; members of the Working Groups of the 03 Steering Committees.
Prime Minister Pham Minh Chinh delivered the opening speech at the first meeting of the Steering Committee.
At the meeting, Decision No. 598/QD-TTg dated March 13, 2025 of the Prime Minister on the establishment of the Government Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06 was announced. The Steering Committee is headed by Prime Minister Pham Minh Chinh, on the basis of merging the Government's Steering Committee for Administrative Reform, the National Committee on Digital Transformation and the Prime Minister's Working Group on Project 06.
The Steering Committee has 3 supporting Subcommittees: Subcommittee on Project 06 Implementation; Subcommittee on Science, Technology, Innovation and Digital Transformation; Subcommittee on Administrative Reform.
In his opening speech at the meeting, Prime Minister Pham Minh Chinh stated: In order to implement Resolution No. 57 of the Politburo, the Government has issued Resolution No. 03 promulgating the Action Program for implementation. Emphasizing the important role of science and technology, digital transformation in the current and future development stages of the country, the Prime Minister requested to further improve the quality and efficiency of related work.

According to the Prime Minister, there are 3 tasks that need to be focused on and implemented drastically at present, including: Focusing on removing institutional barriers, in the direction of "using one law to amend many laws"; Continuing to review and invest in infrastructure, allocating at least 3% of the 2025 budget for science and technology; developing specific projects and plans for implementation along with preventing waste and corruption; Diversifying forms of human resource training.
At the same time, continue to promote administrative reform, focusing on administrative procedure reform; work in the spirit of "3 yeses": beneficial to the country, beneficial to the people, beneficial to businesses and "2 noes": no personal motives, corruption, negativity and no loss or waste of State assets, people, and country resources.
At the meeting, the Ministry of Science and Technology reported on the results of implementing tasks on science and technology, innovation, and national digital transformation; and proposed key tasks that need to be implemented immediately. In particular, ministries, branches, and localities issued a set of indicators to serve the direction and operation work in the electronic environment; digitally transform direction and operation activities online and based on data; 100% of leaders at all levels use information technology systems and digital signatures to approve documents and electronic records, etc.
The Ministry of Public Security reports on the results of the implementation of assigned tasks on Project 06; the progress of the implementation of the National Data Center and the plan for the implementation and integration of data from national databases and specialized databases into the National Data Center; the Ministry of Home Affairs reports on the results of the implementation of assigned tasks on administrative reform in the programs and resolutions of the Government.

In Tuyen Quang, the Provincial People's Committee promptly directed, developed and submitted to the Provincial Party Committee Standing Committee to issue an Action Program to implement Resolution No. 57 of the Politburo; the Provincial Party Committee Standing Committee issued a Decision to establish a Steering Committee on Science and Technology Development, Innovation and Digital Transformation of the province with the Provincial Party Committee Secretary as the Head of the Steering Committee; the Provincial People's Committee issued a Plan to implement Resolution No. 03 of the Government.
The administrative reform work has always been directed by the Provincial People's Committee and all sectors and levels. Administrative procedure reform has been focused on. The Chairman of the Provincial People's Committee has promptly directed agencies, units and localities to implement key tasks of Project 06 according to the direction of the Central Government, mobilizing maximum resources to implement key tasks, linked to 5 groups: "Institutions - Technology infrastructure - Security, safety - Data - Resources".
Discussing at the meeting, delegates focused on analyzing and evaluating the implementation of science and technology activities, innovation and digital transformation, administrative reform and Project 06 in the past time; pointing out the existing problems, limitations, barriers, and bottlenecks; identifying causes, drawing lessons and identifying key tasks and solutions in the coming time.

Concluding the meeting, Prime Minister Pham Minh Chinh commended the efforts and achievements of ministries, branches and localities; the drastic direction of members of the Government Steering Committee; the important contribution of the People's Public Security force; the consensus, support and active participation of people and businesses.
The Prime Minister emphasized that the development of science and technology, innovation, and digital transformation must be closely linked with the implementation of the "revolution" in streamlining and streamlining the apparatus; taking people as the center and subject; resolutely transforming the state from passively receiving and resolving administrative procedures to proactively serving people and businesses; along with that, promoting national digitalization; cutting down and simplifying administrative procedures without limits; developing comprehensive digital citizens; with the spirit of a streamlined apparatus, connected data, and smart governance.
The Prime Minister directed that institutions must be perfected in an open direction; infrastructure development must be smooth, with 5G coverage; human resource training must be promoted. In addition, it is necessary to promote the processing of administrative procedures as quickly as possible in the online and digital environments; promote cashless payments, electronic tax collection, and better invoice generation from cash registers for food and beverage services and retail services; and open a digital data trading floor.
In addition, develop and submit for promulgation the National Program for Strategic Technology and Industrial Development; continue to promote the provision, improve the quality and efficiency of online public service provision, associated with the arrangement of administrative units, promote the reduction and elimination of administrative procedures; promote the implementation of Project 06, ensuring "clear people, clear work, clear time, clear responsibilities, clear results"; urgently complete the digitization of civil status data, land data, etc.
