As VietNamNet reported, the Supreme People's Procuracy has just completed the indictment to prosecute 15 defendants in the Xuyen Viet Oil case.
According to the accusation, in order for Xuyen Viet Oil Company to be granted a Business License to export and import gasoline and oil by the Ministry of Industry and Trade in 2016 and 2021, to ignore violations in the process of inspecting and supervising the Price Stabilization Fund, to receive preferential treatment in purchasing goods and performing gasoline and oil purchase contracts, to have the Ho Chi Minh City Tax Department delay in issuing a decision to enforce tax arrears and to request approval of a credit limit for Xuyen Viet Oil Company at Vietinbank, Ms. Hanh committed a crime.
Specifically, from 2016 to 2022, Director and Chairwoman of the Board of Members of Xuyen Viet Oil Company Mai Thi Hong Hanh gave bribes 22 times, totaling more than 31 billion VND to the defendants Nguyen Loc An (former Deputy Director of the Domestic Market Department, Ministry of Industry and Trade), Do Thang Hai (former Deputy Minister of Industry and Trade), Tran Duy Dong (former Head of the Domestic Market Department, Ministry of Industry and Trade), Hoang Anh Tuan (former Deputy Director of the Domestic Market Department, Ministry of Industry and Trade), Phan Kien Anh (former Director of Nghi Son Oil Refinery Product Distribution Branch), Dang Cong Khoi (former Deputy Director of the Price Management Department, Ministry of Finance), Le Duy Minh (former Director of the Ho Chi Minh City Department of Finance, former Director of the Ho Chi Minh City Tax Department) and Le Duc Tho (former Secretary of the Ben Tre Provincial Party Committee).
After becoming a key trader in the petroleum business, Ms. Mai Thi Hong Hanh and Nguyen Thi Nhu Phuong (Deputy Director of Xuyen Viet Oil Trading, Transport and Tourism Company Limited) violated regulations on the establishment, management and use of the Petroleum Price Stabilization Fund, causing a loss of more than 219 billion VND.
Chairwoman of the Board of Members of Xuyen Viet Oil Company Mai Thi Hong Hanh was accused of violating regulations on management and use of environmental protection tax money, causing a loss of more than VND 1,244 billion.
Mr. Le Duc Tho was accused of taking advantage of his position and power to influence others to gain profits three times over the amount of more than 22 billion VND.
The Supreme People's Procuracy released a list of bribe recipients in the Xuyen Viet Oil case:
Defendant Le Duc Tho received bribes twice, totaling more than 13 billion VND.
Defendant Le Hoang Anh Tuan received bribes 3 times, totaling more than 5.9 billion VND. Of which, his accomplice Tran Duy Dong received bribes of more than 5.6 billion VND and directly received bribes twice, totaling more than 399 million VND.
Defendant Tran Duy Dong, an accomplice of defendant Hoang Anh Tuan, received a bribe of more than 5.6 billion VND.
Defendant Le Duy Minh received bribes 5 times, totaling more than 4.8 billion VND.
Defendant Phan Kien Anh received bribes 6 times, totaling more than 3.2 billion VND.
Defendant Do Thang Hai received bribes of more than 1.1 billion VND.
Defendant Nguyen Loc An received bribes 4 times, totaling more than 921 million VND.
Defendant Dang Cong Khoi received bribes of more than 459 million VND.
