(TN&MT) - On January 15, in Hanoi, Deputy Minister of Natural Resources and Environment Tran Quy Kien chaired the Conference to summarize the work in 2024 and the direction and tasks in 2025 of the Institute of Strategy and Policy on Natural Resources and Environment.
Reporting at the Conference, Mr. Nguyen Trung Thang - Deputy Director of the Institute of Strategy and Policy on Natural Resources and Environment (CLCS) said that in 2024, with great efforts of the collective Leadership, officials and employees, the tasks of the Institute have been basically implemented to meet the progress and quality such as: Completing the task of Summarizing 10 years of implementing Resolution 24-NQ/TW on Proactively responding to climate change (CC), strengthening resource management and environmental protection with the result that on June 4, 2024, the Politburo issued Conclusion No. 81-KL/TW on continuing to implement Resolution No. 81-KL/TW of the 11th Central Committee on proactively responding to CC, strengthening resource management and environmental protection; completing the Draft Plan of the Government to implement Conclusion No. 81-KL/TW.
In addition, the Institute also performs the assigned tasks of a member of the Editorial Board of the 14th National Party Congress's Socio-Economic Subcommittee; successfully organizes the Vietnam Circular Economy Forum 2024 in Hanoi (December 10, 2024) with the theme "Promoting the circular economy in Vietnam - From planning to action".
Along with that, the Institute has carried out tasks serving the development of documents guiding the implementation of the Land Law, the development of the Law on Geology and Minerals; implementing projects and scientific and technological topics according to the approved plan in 2024. The scientific and technological tasks deployed in 2024 are contributing to the system of legal documents, the system of institutional policies to establish and perfect the legal corridor on natural resources and environment.
However, frankly, the Institute of Natural Resources and Environment still faces some difficulties in managing international cooperation activities regarding the application of new regulations on the management and use of official development assistance (ODA) and preferential loans from foreign donors; at the same time, some tasks and project topics are still slow to implement compared to the plan and requirements set out,...
Contributing his opinion at the Conference, Mr. Bui Duc Hieu - Deputy Director of the Department of International Cooperation said that there are important international cooperation agreements such as the Cooperation Agreement on Rare Earths, the Global Agreement on Plastic Pollution, etc. Therefore, it is necessary for the Institute of Natural Resources and Environment to coordinate with the Department of International Cooperation and units related to the environment to continue to carry out research activities, shape agreements, and develop cooperation plans to achieve international agreements and sustainable, long-term development in low carbon emissions.
Speaking at the conference, Mr. Nguyen Dinh Tho - Director of the Institute of Strategy and Policy on Natural Resources and Environment said that in 2025, the Institute will focus on consulting and advising on the Ministry's strategies and policies. At the same time, the Institute also needs to strengthen new scientific research tasks and topics, tasks and projects approved by the Ministry.
Directing at the Conference, Deputy Minister of Natural Resources and Environment Tran Quy Kien commended the collective and individuals of the Institute of Strategy and Policy on Natural Resources and Environment for successfully completing its tasks in 2024. In particular, 2024 is a year with many challenges, but the Institute has made great efforts to complete important tasks such as Conclusion 81-KL/TW, policy advisory tasks, scientific research in the fields of land, environmental protection, green economy, circular economy, low carbon implementation,... and received the attention of the domestic and international communities.
In the near future, regarding the merger of the two Ministries, the Institute of Natural Resources and Environment needs to consider and propose options for organizational structure, new policies and long-term strategy development...
The Deputy Minister hopes that in the coming time, the Institute needs to find a way to attract the participation of all staff of the Institute in arranging the organization of personnel, apparatus and operations in a more systematic and smooth manner.
In addition, the Institute also needs to focus on science and technology work, ensuring progress and quality as set out; continue to promote the role of strong research groups and potential research groups; develop a plan for cooperation in scientific research with research institutes and universities at home and abroad.
At the same time, the Institute needs to focus on perfecting management documents, issuing mechanisms and policies to support and encourage staff and researchers in scientific research; increasing the quantity and improving the quality of research results, linking international cooperation activities with the Institute's scientific and technological development needs; seeking international partners in knowledge, experience, scientific and technological information, human resource training and equipment support, contributing to accelerating the process of scientific and technological research in the country.
Especially in the field of international cooperation, the Institute needs to continue to carry out delegation work in and out, proactively mobilize resources for international cooperation, expand the network; develop proposals for international cooperation in the field of Natural Resources and Environment; continue to implement signed MOUs, negotiate and sign new MOUs with international research institutes in the field of Natural Resources and Environment.
Along with that, the Institute needs to promote the approval process of ODA project documents; promote the image of the Institute and expand international cooperation activities in science and technology through diversifying cooperation channels; effectively manage and implement international cooperation projects and need to increase the organization of online international conferences and seminars, etc. And above all, in order for professional activities to be effective, the Institute of Natural Resources and Environment needs to continue to perform well the assigned tasks, propose, present ideas, conduct feasibility studies and submit them to the Ministry of Natural Resources and Environment on schedule, especially prioritizing and focusing resources on implementing key tasks assigned by the leaders of the Ministry of Natural Resources and Environment.
