Promoting the "economicization" of water resources towards sustainable management, exploitation and use

(TN&MT) - That was the emphasis of Deputy Minister of Natural Resources and Environment Le Minh Ngan at the Conference on deploying directions and tasks for 2025 in the water resources sector held on the afternoon of January 17 in Hanoi.

Successfully completed many important tasks

Reporting at the Conference, Mr. Duong Hong Son, Director of the Institute of Water Resources Science, said that 2024 marked many outstanding achievements in the field of water resources. Under the strong direction of the Ministry of Natural Resources and Environment, water resources management units have completed 100% of the tasks according to the plan.

The units have completed a large amount of work according to the Work Program, focusing on submitting for promulgation 3 Decrees, 3 Decisions of the Prime Minister, 6 Government tasks and 5 Circulars guiding and technical regulations in the field of water resources.

In addition to the work program, in 2024, the units are determined to complete the development and submit to the Ministry for promulgation 8 Water source scenarios (for the first time) to be proactive in regulating and using water in river basins; Submit to the Minister for promulgation 2 internal procedures for implementing administrative procedures in the field of water resources of the Ministry to ensure transparency in implementing administrative reforms.

The units also implemented many important projects, plans, specialized programs and research topics at the national and ministerial levels.

As one of the 13 fields with administrative procedure (TTHC) settlement records of the Ministry, the number of TTHC in the water resources sector accounts for about 2.8% of the total number of the Ministry. As of December 20, 2024, the Ministry has received and appraised 244 administrative procedures in the water resources sector; returned results of 184 procedures ensuring the correct time and process according to regulations. Implementing to ensure 100% of administrative procedures are processed online; promoting the provision of online public services throughout the process for 10 TTHC (central level) and 12 TTHC (provincial level) eligible for online public services.

Highlights in international cooperation

In 2024, international cooperation continues to be a highlight of the water resources sector. Notably, over the past year, water resources management units have made efforts to successfully complete international cooperation and international integration tasks, actively cooperating with development partners to implement international cooperation plans, programs, and activities in accordance with practical needs.

In particular, as the Head of the ASEAN Water Resources Group in Vietnam, he has actively participated in ASEAN cooperation activities on water resources; successfully completed cooperation activities with the Mekong River Commission and regional cooperation mechanisms; strengthened bilateral cooperation with countries sharing water resources; actively sought and expanded relationships with new partners with potential and experience in supporting the development, management, use and sustainable exploitation of water resources.

Many local water resources management marks

According to Mr. Duong Hong Son, in 2024, water resource management units submitted to competent authorities or signed under their authority more than 5,000 documents, including 1,000 documents guiding and urging ministries, local branches, and enterprises in performing their functions and tasks on water resource management and the responsibilities of water resource license holders. The results have changed significantly, especially in approving the List of water sources that must have protection corridors; List of lakes and ponds that are not filled; List of intra-provincial water sources; issuing basic investigation plans; sending water use reports; exploitation license holders.

Notably, the Department of Natural Resources and Environment of provinces and cities has also actively advised the Provincial People's Committee to issue legal documents and directives to strengthen the management of water resources in the area; 22/63 provinces and centrally run cities have had their provincial planning approved; 50/63 provinces and centrally run cities have approved and announced the list of lakes, ponds, lagoons and estuaries that cannot be filled in the province; 49/63 provinces and cities have announced the list of water sources that need to establish protection corridors; 38/63 provinces and cities have approved the list of intra-provincial water sources; 26/63 provinces and centrally run cities have approved and announced the List of zoning areas for restricted exploitation of underground water in the province according to regulations.

In particular, the work of propagating and disseminating legal education on water resources carried out by the Departments of Natural Resources and Environment of provinces and cities nationwide on mass media in many forms has gradually raised awareness of all levels, sectors, organizations and individuals in complying with the law on water resources.

Coordinate and unite to manage water resources comprehensively and effectively

Speaking at the Conference, Deputy Minister Le Minh Ngan acknowledged and highly appreciated the achievements of the water resources management units of the Ministry in 2024. The Deputy Minister said that in 2024, the water resources sector had excellently completed the tasks assigned by the Ministry's leaders such as: the work of developing legal documents on water resources was always completed ahead of schedule and on time; many important results in the implementation of Projects, Projects, and specialized programs; inspection, examination, and administrative reform work were carried out synchronously and effectively; scientific research and international cooperation were comprehensively implemented;...

Regarding the orientation of key tasks in 2025, Deputy Minister Le Minh Ngan requested that water resource management units need to maintain close solidarity, closely follow the direction of the Government and the leaders of the Ministry of Natural Resources and Environment to update and complete legal documents on water resources, ensuring feasibility and effectiveness in practice.

Along with that, the Deputy Minister suggested that units need to continue reviewing and ensuring consistency between the Law on Water Resources and related documents, improving the quality of propaganda so that the Law can truly enter life. The dissemination of the law needs to focus on creating a synchronous and widespread awareness in the community and management agencies.

Emphasizing the role of completing water resources planning to contribute to improving the effectiveness of state management of water resources, with 5 unfinished plans, the Deputy Minister suggested that units need to focus resources and intelligence to complete them in 2025. This is an important tool to improve the capacity of water resources management, from monitoring, inspection to adjusting plans to suit reality.

Along with the completion, the Deputy Minister requested that units continue to promote the implementation of activities to upgrade and expand the river monitoring network; strengthen the work of warning and forecasting natural disasters and water resources, including short-term and long-term forecasting in the river basin within the framework of cooperation with the International Mekong River Commission. Strengthen bilateral and multilateral cooperation with countries along the Mekong River in exchanging and sharing information on planning and development strategies of the Mekong River basin and sharing information on construction and operation of water exploitation and use works.

According to Deputy Minister Le Minh Ngan, water is not only a resource but also an important resource, with long-term financial and strategic significance. Ensuring water security is a major challenge, especially in the context of climate change and increasing water demand. This will be a top priority in the overall development of the water resources sector. Therefore, units need to carefully calculate and promote the "economicization" of water resources towards sustainable management, exploitation and use, enhancing economic value and ensuring national water security - a core factor in economic and social development.

Deputy Minister Le Minh Ngan emphasized that 2025 will be a pivotal year for the water resources sector to demonstrate more clearly its role and responsibility in managing, protecting and sustainably developing water resources. The Deputy Minister believes that, with consensus and determination, the units will continue to achieve greater successes, contributing positively to the sustainable socio-economic development of the country, better fulfilling the important tasks in the era of national development.

In 2025, focus on implementing 10 key tasks

Based on the achieved results, according to the Director of the Department of Water Resources Management Chau Tran Vinh, in 2024, water resources management units set 10 key and key tasks. In which, focusing on organizing and urging the implementation of tasks and solutions to ensure national water security; proposing measures to restore and revive "dead rivers", to restore water resources, create flows, improve ecological landscapes, including programs, projects, and priority projects to revive rivers; organizing the regulation and distribution of water resources is one of the core tools in managing, using, and protecting water resources effectively, ensuring water security.

The units also continue to organize and implement the modernization and professionalization of water resources management towards national water resources governance on a digital technology platform; focus on completing the preparation, submission, promulgation and effective implementation of national water resources planning and inter-provincial river basin master planning; strengthen the work of urging, directing, inspecting, checking and supervising, directing the operation of large reservoirs in strict compliance with the inter-reservoir operation process on 11 important river basins issued by the Prime Minister; effectively implement the Work Plan of the Mekong River Commission for the period 2025-2026, enhancing Vietnam's role in Mekong cooperation.

At the same time, organize the implementation of the Mekong-Lancang Water Resources Cooperation Action Plan for the period 2023 - 2027. Prepare content and organize the second Mekong-Lancang Water Resources Cooperation Ministerial Conference in Vietnam; Strengthen the activities of river basin organizations and complete the River Basin Organization Project according to the provisions of the Law on Water Resources 2023.

The units also focused on implementing plans to arrange, consolidate and perfect the apparatus organization in a streamlined and effective manner, meeting the requirements of the tasks of the new period, closely following the regulations and directions of the Steering Committee of the Party, Government and Ministry; in accordance with the context of the country and the requirements of the tasks in the coming time; at the same time, clearly demonstrating the goals and viewpoints of continuing to innovate, arrange the apparatus organization to be streamlined, operate effectively, efficiently and transparently.

Promote scientific and technological activities, propose new tasks to serve the implementation of the Law on Water Resources, focusing on the contents of water security; water resource accounting; circulating water use, economical and efficient water use, etc.
