Da Nang excels thanks to classy thinking
Sir, it is expected that at this session, the National Assembly will discuss the " Resolution amending and supplementing Resolution No. 119/2020/QH14 on piloting the organization of urban government model and some specific mechanisms and policies for the development of Da Nang City". What role will the adoption of this Resolution play and what motivation will it create to promote Da Nang's development?
Da Nang, being ahead, will of course be constrained. If it has to comply with the usual rules and regulations for the whole country, it means it is like the “latecomer” localities. That is the reason why the National Assembly and the Government allow Da Nang, as well as some other provinces and cities, to have a special mechanism, to be allowed to “develop ahead” and to pilot a “new development model”.
In the context of institutional conditions and general policies that have many constraints and are no longer suitable, Da Nang being granted such authority has brought the city a rare opportunity for development, creating space for advancement.
However, as we all know, good things are not always easy to do. Opportunities do not naturally turn into development benefits. In fact, the possibility of opportunities turning into challenges is even higher.
So what should Da Nang do to seize this opportunity, sir?
With the current conditions of resources, institutions, and vision, it is not easy for Da Nang to develop a truly smart and creative urban area, and build an international financial center with high competitiveness. It is even more difficult for Lien Chieu Port to become the Da Nang International Transit Port as planned.
But on the other hand, it can be said that for Da Nang, everything is possible. The history of the past 27 years proves that.

The idea of building a new generation Free Trade Zone is being actively proposed by Da Nang and is being prepared for implementation. This is one of the major orientations that will help the city quickly turn around the entire development situation.
As a development model, the new generation Free Trade Zone - associated with Lien Chieu Port, Da Nang International Airport, with a new development structure based on two main axes: High-tech Industry and International-class Tourism Services will be the new development driving force of the City in the new period.
But that great idea is of course not easy to realize.
Da Nang needs to define the idea of a “New Generation Free Trade Zone” correctly and clearly. The risk of repeating the old, not daring to “play” ahead and beyond is very high. And then, the result will be falling behind.
Next is a whole program of action - fierce to the point of fierceness, at the national level. The era of slowness is death. The success of the idea requires a fighting spirit and maximum support from the Central and the whole country, and a high level of effort from both Da Nang and the whole region.
This is a big, long-term race that requires the active participation of businesses, more than what Da Nang has created in the past 27 years.

After 27 years, Da Nang has developed miraculously. This city has completely changed its development model, has surpassed international standards and Da Nang's appeal is global appeal. The current portrait of Da Nang is so different, the urban space has developed more than 3 times. This must be called a "miracle". Therefore, it is easy to understand why Da Nang is a place worth visiting and living.

Da Nang was able to do that not simply because it was separated from Quang Nam that Da Nang “exploded”. With its new position - a city directly under the Central Government, the center of the Central Coast, Da Nang was assigned to play a bigger “role”, with a different position. This is a necessary condition and a meaningful starting point for the breakthrough.
But the sufficient condition that helps Da Nang achieve the success it has today is thanks to a different vision.
That is the vision of developing high-class tourism, although the locality has other strengths. Another point that needs to be emphasized is that Da Nang has acted in accordance with the principles of market competition, especially international competition. The government understands that businesses are the decisive force and that if they want to develop, businesses must be strong. Thanks to that, the vision and role of the government are properly shaped to develop businesses, serving as a "springboard" for Da Nang to succeed.

This is also a city with a foundation that few localities can match. “Unrivaled” in the PCI (Provincial Competitiveness Index) ranking, even when Da Nang faced the Covid-19 pandemic or other current difficulties. Perhaps, up to now, only Quang Ninh can match Da Nang in this race.

With the current selective, unique and world-oriented development, the way urban areas are organized must share that development orientation, becoming a place that attracts large investors, talented people and the rich.
Therefore, Da Nang must orient itself towards developing a luxurious, smart, civilized, and highly competitive urban area.
In addition, institutional support is needed for the city to be autonomous in its development planning. Accordingly, Da Nang needs to set standards and criteria for urban design to ensure a civilized city and urban development according to a oriented plan.
Currently, Da Nang has elements such as: planning orientation, ensuring modern life, good and civilized services, and guaranteed social infrastructure. Urban areas in districts such as Cam Le, Hoa Xuan, etc. all meet modern standards, providing high-quality living space. Da Nang's current development needs to follow two directions: one is a modern urban area with high-quality living space; the other is accelerating the development of the night-time economy.
Another factor is that Da Nang's land fund is not much left, so it is necessary to consider urban development that can connect with urban routes of Quang Nam or Thua Thien Hue, then urban space will be expanded for investors while still ensuring that the values of Da Nang are further promoted.
