Mr. Nguyen Minh Long - Department of Science, Technology and Environment (Ministry of Construction) said that the regulations on materials and construction structures ensuring fire safety in QCVN 06:2022/BXD and amendment 1:2023 have classified construction materials according to fire hazard, which is carried out for the purpose of establishing fire safety requirements when there are substances and materials, use, storage and transportation, processing, and destruction.
To establish fire safety requirements for building structures, structures and fire protection systems, building materials are classified according to their fire hazard. The classification criteria are determined according to the technical fire characteristics including: flammability; ignition; surface fire spread; biomass and toxicity. In addition, according to flammability, building materials are classified into non-combustible and combustible materials.
Also within the framework of the workshop, Master Nguyen Trung Kien - Institute of Building Science and Technology (IBST), Ministry of Construction shared about fire resistance testing for construction components according to regulations and standards in Vietnam.
In which, testing the ability of a structure to maintain its load-bearing capacity under conditions of exposure to fire (on one or more sides) for a period of time; the ability of a separating element in a building with one side exposed to fire, to prevent the transmission of flames and hot gases or to prevent the phenomenon of ignition on the side not exposed to fire.
Next, the building structure needs to have thermal insulation, the ability of a separating part in a building with one side exposed to fire, to limit the increase in temperature of the non-exposed surface below the allowable level.
Finally, the ability of a barrier/sealing element in a building with one exposed side to fire to limit the possibility of fire transmission by radiant heat of the unexposed side to adjacent materials.
Meanwhile, Dr. Trinh The Dung - Fire Prevention University said that compared to the provisions of the previous Decree, the list of fire prevention and fighting equipment subject to inspection has been adjusted, accordingly abolishing the list of fire prevention and fighting equipment subject to inspection.
In addition, the inspection time is "before being put into circulation", according to Dr. Trinh The Dung, it can be understood that newly manufactured, assembled, and converted fire protection equipment in the country must be directly requested for inspection by the manufacturing, assembling, and converting unit and must be granted an inspection certificate by the competent Fire Police agency before being exchanged or sold.
Imported fire protection equipment must be directly requested for inspection by the importer and must be issued an inspection certificate by the competent Fire Police agency before being exchanged or sold.
