High School Graduation Exam 2025: Organizing mock exams on a voluntary basis, suitable for each locality

2025 is the first year that 12th grade students will take exams according to the 2018 General Education Program. The Ministry of Education and Training has issued guidelines on organizing the 2025 high school graduation exam review.

Establish a provincial exam steering committee and review and prepare an exam organization plan.

In order to promptly organize teaching and training for 12th grade students participating in the 2025 High School Graduation Exam, the Ministry of Education and Training requests that the Departments of Education and Training advise the People's Committees of provinces/cities directly under the Central Government to establish a Provincial Steering Committee for the exam to prepare well for the exam organization; printing and copying of exam questions; invigilation; grading; review and appraisal; consideration and recognition of high school graduation and issuance of Certificates of completion of the general education program according to regulations.

Departments of Education and Training direct high school and continuing education institutions in the area to proactively review, supplement, and adjust the school/center's education plan (if necessary) according to the instructions of the Ministry of Education and Training to ensure the completion of the program progress according to the school year schedule.

Students are able to study the correct and sufficient subjects/educational activities and meet the requirements of the program; promptly detect and strictly handle any cutting of the program of subjects.

Enhance personalization in teaching and review activities for students

The Ministry also requested the Departments of Education and Training to continue to effectively assign teachers to ensure the prescribed teaching hour quota. Priority should be given to appropriate assignments for final-grade teachers to have maximum time to support students in reviewing for entrance exams and graduation exams according to the school's educational plan.

Encourage teachers to exploit and use software and review websites to provide review materials, online testing and assessment, and manage students' review.

Cooperate with local TV stations to conduct review sessions for final year students and support students in self-study via TV.

Increase personalization in teaching and reviewing activities for students, guide students in learning methods, self-study, and knowledge search. Increase application of information technology in management and organization of testing and evaluation of students' review results.

Review and classify students' levels (achievement levels) to have a plan to arrange classes and teachers in charge according to the subject to organize review and training. Organize for students who need to review for entrance exams, graduation exams, do not organize review indiscriminately, not for the right subjects, ineffectively, causing waste.

Organize students to study on their own for the second session to enhance their self-study ability based on the teacher's guidance. Arrange a reasonable schedule so that students who are workers and those studying two programs can enhance their review for the 2025 High School Graduation Exam.

Deploy for grade 12 students to familiarize themselves with the exam format announced by the Ministry of Education and Training and the way the exam is organized. Organize for managers, teachers and grade 12 students to study and learn the High School Graduation Exam Regulations to ensure quality and effectiveness to help managers, teachers and students participate in the exam seriously and safely.

The organization of mock exams for high school graduation exams at school/provincial level (if any) must be suitable to the actual conditions of the school and locality, based on the spirit of voluntary registration of students, ensuring savings, efficiency, and compliance with regulations.

Strengthen inspection and examination of implementation to promptly detect, rectify and provide appropriate support solutions for educational institutions facing difficulties in the implementation process. Timely detect, commend, reward and promote examples of collectives and individuals who are dedicated, enthusiastic and wholeheartedly devoted to students.

The Ministry of Education and Training requests that the Departments of Education and Training strengthen the direction of high school and continuing education institutions in the area to implement the above contents, identifying this as the responsibility of schools to help students meet the requirements for each subject of each grade according to the regulations of the 2018 General Education Program, promptly reporting to the Ministry of Education and Training any problems and difficulties in the implementation process.
