Prioritize investment in essential infrastructure for remote areas

From the capital of the National Target Program (NTP) for socio-economic development of ethnic minority and mountainous areas, Quang Tri province has invested in essential infrastructure to serve production and life in ethnic minority areas. Many projects have been completed and put into use, contributing to improving the material and spiritual life of the people.

In recent times, thanks to the promotion of infrastructure investment, economic development support, and prioritization of disadvantaged areas, essential infrastructure in ethnic minority and mountainous areas across the province has been gradually invested in and built, meeting the requirements of socio-economic development. Accordingly, dozens of inter-district, inter-commune, inter-village and hamlet roads have been invested in for repair and new construction.

Up to now, 28/28 communes in the ethnic minority and mountainous areas in Quang Tri have concrete or asphalt roads leading to the commune center, such as: the rural traffic route between Ka Tang and Khe Da villages, Lao Bao town (Huong Hoa); the rural traffic route between A Ngo commune (Dakrong district) helps people travel conveniently... Along with that, the school system at all levels has also been invested in, repaired and newly built.

Notably, Mo O Primary and Secondary School (Dakrong District) received an investment of more than 2.6 billion VND to build 2 new floors; Ta Rut Kindergarten (Dakrong District) received an investment of nearly 2 billion VND to build a physical education room and a multi-functional classroom. In addition, most schools in ethnic minority and mountainous areas that are degraded or lack classrooms and functional rooms have received investment or have plans to invest in repair and construction.

The ethnic minority and mountainous area of ​​Quang Tri province covers an area of ​​over 313,000 hectares, accounting for 68% of the province's natural land area. The whole region has 31 communes and towns; 191 ethnic minority villages and hamlets, of which 28 communes and 187 hamlets and hamlets are particularly disadvantaged. The mountainous area includes the two districts of Dakrong and Huong Hoa and a number of communes in the districts of Gio Linh, Cam Lo and Vinh Linh.

Implementing Decision No. 1719/QD-TTg of the Prime Minister on the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2025 period, every year, the Provincial People's Committee allocates capital to departments, branches and localities for joint implementation. The 10% capital counterpart as prescribed is matched by the Provincial People's Committee from the provincial budget and the budgets of the districts to implement the program.

In particular, in 2022 and 2023, from the capital allocated by the central government of over VND 188 billion to implement Project 4 on investing in essential infrastructure, serving production and life in ethnic minority and mountainous areas of the program, the province has disbursed over VND 185 billion, reaching 98.4%. Thanks to that, the appearance of many remote communes in Quang Tri has been improved, the material and spiritual life of the people has been raised.

Specifically, it has invested in the construction of 106 rural traffic works serving production, business and people's lives; 7 works supplying electricity for daily life and production and business; 4 community activity houses; 2 works repairing medical stations; 18 schools and classrooms; 4 small irrigation works; 1 market renovation and upgrading work; 4 other small-scale infrastructure works proposed by the community; and 67 works have been maintained.

Up to now, 100% of villages and hamlets have national grid electricity; 98.7% of households use electricity; 100% of communes have television coverage; 100% of communes have solid roads to the commune center; 77% of villages and hamlets have solid roads to the commune center; 100% of communes have national standard health stations; 100% of communes have primary schools, 75% of communes have secondary schools, 38 schools have national standards, the rate of communes with cultural houses is 40.4%; the rate of villages with community houses is 88%.

In 2024, the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period has integrated more programs and policies and implemented synchronously in communes in ethnic minority and mountainous areas. Essential infrastructure such as roads, schools, medical stations, irrigation, and domestic water will receive investment attention.

Policies directly support people to carry out household economic development activities to increase income, create stable jobs for people, and contribute to sustainable poverty reduction. In particular, to invest in essential infrastructure to serve production and life in ethnic minority and mountainous areas and public service units in the ethnic sector, from the central capital allocated in 2024 of VND 84,221 billion, the province will build 76 rural traffic works to serve production, business and people's lives; 3 projects to transition electricity supply to serve daily life and production and business; 4 projects to start new community activity houses, 3 projects to repair medical stations; 20 school and classroom projects; 1 project to renovate and upgrade markets and 8 other infrastructure projects... At the same time, maintain and repair 39 infrastructure works in extremely difficult areas from public capital sources.

The implementation of ethnic policies combined with investment resources from national target programs, especially the socio-economic development program for ethnic minority and mountainous areas, has contributed to improving infrastructure, creating momentum for socio-economic development, and improving the lives of people in ethnic minority and mountainous areas.

Identifying that comprehensive and sustainable development of ethnic minority and mountainous areas is both an immediate task and a long-term strategy, in the coming time, the province will continue to direct departments, branches and localities to focus on reviewing and researching focused, key and sustainable investments, rather than competing for projects to relieve pressure on disbursing allocated capital.

Capital resources should be prioritized for the most disadvantaged communes, villages, and hamlets; solving the most pressing and urgent problems; prioritizing support for poor households and the most disadvantaged ethnic minority groups with a unified application process in the program's projects and sub-projects to avoid duplication between activities, investment content, and beneficiaries. Ensuring publicity, democracy, promoting the right to ownership and active, proactive participation of the community and people; promoting the spirit of striving of ethnic minorities.
