The Provincial People's Committee summarizes 9 months of implementing Project 06 and concludes the "80 days and nights" campaign to collect and activate electronic identification accounts.

On October 12, the Provincial People's Committee held an online conference for the whole province to review 9 months of implementing the Project "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030" (Project 06) and summarize the "80 days and nights" campaign to collect and activate electronic identification accounts (ED) in the province.

Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Working Group of Project 06 chaired the conference. Attending the conference were Comrade Huynh Tan Hanh, Member of the Provincial Party Committee, Director of the Provincial Police; leaders of relevant departments, branches, localities and units.

In the first 9 months of 2023, the Project 06 Working Group promptly issued plans, decisions and documents directing departments, branches and localities to effectively implement Project 06 in 2023. As a result, the plan to issue mobile phone accounts under the "80 days and nights" Campaign has been completed and exceeded (by September 15, 2023, the whole province had received 436,167/319,284 mobile phone records, reaching 136.60%; successfully activated 322,042/319,284 mobile phone accounts, reaching 100.86%), was commended by the Ministry of Public Security as one of the 24 localities with the highest mobile phone account activation rate in the country); The Provincial People's Committee promptly issued 9 decisions announcing the list of administrative procedures (TTHC) with a total of 63 TTHC (Department of Education and Training 13; Department of Labor - Invalids and Social Affairs 2; Department of Natural Resources and Environment 5; Department of Justice 38; Department of Construction 5) requiring submission and presentation of paper household registration books, temporary residence books or documents requiring confirmation from the locality of residence; promptly organized inspections and public service inspections to ensure the abolition of paper household registration books and temporary residence books according to Decree No. 104/2022/ND-CP of the Government.

Concluding the conference, the Chairman of the Provincial People's Committee requested relevant departments, branches, localities and units, based on the direction of the central government and the province in the past time, to continue to focus on implementing well the tasks of Project 06 with a proactive, drastic, urgent, synchronous, regular and continuous spirit, determined to complete 100% of the tasks in 2023 according to the plan and schedule. Focus on a number of tasks such as: Complying with the regime of reporting the results of the implementation of Project 06 periodically and suddenly; in case the units continue to report late, assign the Provincial Police to synthesize and coordinate with the Department of Home Affairs to advise on the year-end emulation assessment, especially the responsibility of the head. Continue to thoroughly educate all cadres, civil servants, public employees,... to properly and fully understand the meaning, importance and practical benefits of Project 06; Proactively and actively implement and mobilize relatives and families to use online public services; change the mindset from "doing for others" to "supporting and guiding" to improve digital skills for people, businesses, etc. to increase the rate of receiving records and handling administrative procedures on the National Public Service Portal.

On this occasion, the Chairman of the Provincial People's Committee awarded certificates of merit to 25 collectives and 38 individuals who had outstanding achievements in implementing the "80 days and nights" campaign to collect and activate mobile phone accounts in the province.
