Your question is advised as follows:
* According to the provisions of the Law on Environmental Protection 2020, Decree 08/2022/ND-CP, the mandatory recycling rate is the minimum mass ratio of products and packaging that must be recycled according to mandatory recycling standards over the total mass of products and packaging produced and brought to the market and imported in the year of implementation of responsibility. The mandatory recycling rate of each type of product and packaging is determined based on the life cycle, disposal rate, collection rate of the product and packaging; national recycling targets, environmental protection requirements and socio-economic conditions of each period.
The mandatory recycling rate is adjusted every 3 years to gradually increase to meet national recycling targets and environmental protection requirements. The mandatory recycling rate is adjusted and issued by the Prime Minister on September 30 of the last year of the 3-year cycle to apply to the next 3-year cycle.
Manufacturers and importers are allowed to recycle products and packaging that they produce or import, or to recycle products and packaging of the same type produced or imported by other manufacturers and importers to achieve the required recycling rate; recycling of imported scrap as raw materials for production is not included in the required recycling rate of manufacturers and importers. In case manufacturers and importers recycle at a higher rate than the required recycling rate, the difference is reserved to be included in the required recycling rate of the following years.
Also according to the regulations, mandatory recycling standards are selected recycling solutions with minimum requirements on the amount of materials and fuel recovered for product and packaging recycling. Manufacturers and importers are allowed to choose one or more recycling solutions suitable to actual conditions.
* For tube and tire products
According to regulations, the mandatory recycling rate for the first 3 years of tires and tubes is 5%.
The standard for recycling tires and tubes is: At least 40% of the product's mass is recovered, and packaging is recycled according to the required recycling rate.
Selected recycling solutions include: High-tech tire gluing according to manufacturer's standards; Cutting and recovering rubber powder as aggregate; Distilling into oil.
