Tua Chua strives to complete the allocation of forest land without forests

The difficulty in implementing the allocation of non-forested forest land in Tua Chua district is the large volume of documents, while the consulting unit implementing the work of land allocation, forest allocation, and issuance of forestry land use right certificates is thin, leading to slow progress. The planned allocation area is small and not concentrated, while the forest owners are households and individuals, accounting for a large proportion, causing difficulties in the process of reviewing, measuring, and completing the documents. Most of the non-forested forest land area has a part of the area that has been surveyed and has been granted a land use right certificate for the purpose of agricultural land, so it takes a lot of time to review the internal sector to exclude the area that has been granted a land use right certificate. Along with that, the results of the review and measurement in the field have some cases that need to be adjusted, reduced in area or re-inspected and verified because there is no forest, people do not have the need to allocate the forest; Some plots and forest areas have small areas that are not eligible for allocation, some plots and forest areas are still in dispute and cannot be measured... so the measured area is low. The forestry land area according to the land use planning for the period 2021 - 2030 of the district does not match (less than 5,500 hectares) compared to the forestry land area of the district according to the planning in Decision 1208/QD-UBND dated December 21, 2018 of the Provincial People's Committee, causing difficulties in reviewing, appraising and completing the dossier. In particular, the main reason leading to the slow progress of land allocation, forest allocation and issuance of forestry land use right certificates is that the majority of people are still afraid that when allocating land for forestry purposes and forest development, they will lose land and cannot cultivate or produce. Therefore, they do not support the measurement and determination of forestry land owners.

To overcome the above difficulties, speed up the progress of land allocation, forest allocation, and issuance of land use right certificates, Tua Chua district requests the Provincial People's Committee, relevant departments and branches to give opinions and provide guidance in writing for cases where households, individuals and communities are managing and protecting forests but do not have permanent residence in communes with forests and forest land. At the same time, the district directs specialized departments and People's Committees of communes and towns to urgently perform related tasks in accordance with regulations and time. Monthly reports on progress, implementation results and difficulties and problems are sent to the district for timely resolution. At the same time, agencies and units are required to step up propaganda work to raise awareness, create consensus and support from people during the implementation process. Speed up the progress of appraising measured plots, appraising dossiers and land and forest allocation plans of commune level for submission to the District People's Committee for approval. For consulting units, arrange and increase human resources to speed up the progress of measuring, reviewing, and completing documents to ensure results and areas according to the assigned plan.

According to Ms. Hoang Thi Toan, Head of the Department of Natural Resources and Environment of Tua Chua district, up to now, the district has reviewed the area of non-forested forestry land in 12/12 communes and towns, reaching more than 12,376ha/nearly 16,500ha (reaching 75% of the implemented area). At the same time, the decision was issued to allocate more than 1,111ha of non-forested forestry land to 797 households in the two communes of Huoi So and Sin Chai; and a plan was made to prepare to allocate more than 1,000ha of non-forested forestry land in Ta Sin Thang commune. Regarding the completion of cadastral records, 5 communes (Huoi So, Sin Chai, Ta Sin Thang, Muong Dun, Xa Nhe) have completed them; the remaining 7 communes and towns are completing internal work records to edit maps according to regulations. Tua Chua district strives to complete land allocation and issuance of forest land use right certificates for non-forested areas in 2023 according to the province's direction.
