Survey on land and forest allocation policies in Dak Nong border district

On the afternoon of September 19, Mr. Quang Van Huong, Vice Chairman of the National Assembly's Ethnic Council, as head of the National Assembly's working delegation, conducted a survey on the implementation of policies and laws on land allocation, forest allocation, forest protection and development associated with creating stable livelihoods, improving the lives of communities and households in mountainous ethnic minority areas in the period of 2019 - 2023 in Tuy Duc district.

Reporting to the working delegation, in the period of 2019-2023, Tuy Duc district has allocated 1,580 hectares of forest associated with land allocation and land use right certificates to 4 residential communities and 7 households.

The district supports more than 12.6 billion VND for forest protection and management for forests assigned to communities, households and forests managed by the People's Committees of communes.

Mr. Tran Vinh Phu, Vice Chairman of Tuy Duc District People's Committee (Dak Nong) reported to the working delegation on the contents of land and forest allocation.

This funding source comes from payments for forest environmental services; from the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas; and from the State budget for forest management and protection tasks.

The community and households assigned to manage and protect the forest have coordinated with functional units to detect and record 37 cases, destroying nearly 3 hectares of forest, and imposing administrative fines of nearly 40 million VND.

The working group conducted a field survey at the Bu Nđơr A and B Community Forest Management Board, Quang Tam commune, Tuy Duc district (Dak Nong).

To help ethnic minorities increase their income, the district has implemented production support projects. Specifically, 24 crossbred cattle breeding projects, 308 households participated; 1 wild boar breeding project, 11 households participated.

The district chose to plant macadamia and giổi trees on the land planned for forestry development to create livelihoods for the people.

Land and forest allocation and policy implementation have limited forest encroachment, created conditions for people to feel secure in production, increased income and contributed to sustainable poverty reduction.

In addition, the district faces some difficulties such as most of the land allocated to the community is depleted forest, with low reserves and quality, fragmented and small, causing difficulties for the community. The situation of forest encroachment for production land is still complicated.
