Quickly remove difficulties in land and forest allocation for effective forest management

Nam Po is currently the district with the largest area of ​​non-forested forestry land in the province with more than 63,651 hectares in 15 communes. According to the plan, by November 30, 2023, Nam Po district will complete the allocation of land, forest and issuance of Certificates of right to use non-forested forestry land. However, the current progress is slower than planned. Specifically, as of September 12, 2023, only 2/15 communes in the district have completed and approved the plan for land allocation, forest allocation and issuance of Certificates of right to use non-forested forestry land, including Nam Khan and Cha To, with an area of ​​about 6,400 hectares. Approval of the map of the cadastral survey plot has been completed in 7 communes, including: Nam Khan, Cha Cang, Cha To, Nam Tin, Pa Tan, Na Khoa, Na Co Sa. The remaining 8 communes are currently completing their dossiers. It is expected that by October 2023, the district will complete the dossiers with measurement excerpts and submit them to the Department of Natural Resources and Environment for inspection and approval.

Mr. Bui Van Luyen, Chairman of Nam Po District People's Committee, said: In order for the work of land allocation, forest allocation, and issuance of certificates of land use rights for non-forested forestry land in the locality to meet the planned targets, striving to complete the delivery of certificates to 100% of households in the entire district in January 2024, the district has requested communes and members of the Steering Committee and support teams to continue to propagate and mobilize people to cooperate in field measurement work and provide information for making books. For communes that have completed demarcation, it is necessary to organize a public meeting to announce the measurement results and ask for opinions on the plan for allocating non-forested forestry land, through the People's Council at the commune level and get opinions from relevant departments and offices.

Implementing Plan 2783, the Provincial People's Committee set a target to strive for in the period (2019 - 2023), to review the area of ​​forested forestry land, non-forested forestry land and land allocation and issuance of land use right certificates with a total area of ​​over 366,000 hectares; of which forested forestry land is nearly 32,000 hectares, non-forested forestry land is more than 334,000 hectares.

However, as of September 15, 2023, districts, towns and cities have only conducted screening, measurement and establishment of cadastral records. For forested forestry land, nearly 80,000 hectares have been implemented, reaching 93% of the plan; for non-forested forestry land, over 200,000 hectares have been implemented, reaching 74% of the plan. Of which, 8 district-level units have issued certificates of land use rights for forested forestry land with an area of ​​nearly 35,000 hectares, reaching 40% and 4 district-level units have issued certificates of land use rights for non-forested forestry land with an area of ​​nearly 15,000 hectares, reaching 6% of the planned volume. The above figures show that the requirements for the progress of implementing Plan 2783 are behind schedule compared to the set target.

At the conference to assess the situation, progress, and results of the implementation of the Plan for land allocation, forest allocation, and issuance of forestry land use right certificates for the period 2019 - 2023 in the province, which took place on September 16, many reasons for the delay in the progress of Plan 2783 were pointed out by delegates, such as: People are still afraid of allocating land for forestry purposes; during the year, there were many prolonged rains affecting the review and measurement work in the field; the resources of some consulting units in some districts, towns, and cities are still limited, leading to slow progress in measurement; in Muong Nhe and Nam Po districts, there are some areas of forestry land planning that overlap with the planning of Project 79...

In fact, in remote mountainous areas of the province, the management and use of forestry land still has many shortcomings and lacks uniformity; in many residential areas where many ethnic minorities live, there are still disputes or encroachment on forestry land to expand the area for growing short-term food crops; many areas of land have forests, but have not been included in the planning of 3 types of forests, so there is no basis and basis for implementation. Therefore, people still do not agree with the general policy. When people do not agree, do not cooperate in reviewing and counting the area of ​​forestry land with the authorities, it is natural that the implementation plan is slow or still stagnant.

Also at the conference to assess the situation, progress, and results of the implementation of the Plan for land allocation, forest allocation, and issuance of forest land use right certificates for the period 2019 - 2023, Vice Chairman of the Provincial People's Committee Lo Van Tien, Head of the Steering Committee for land allocation, forest allocation, and issuance of forest land use right certificates of the province, outlined key tasks and solutions in the coming time to speed up the progress of land allocation and forest allocation. Specifically, the focus will be on areas with problems, disputes, and unidentified forest owners, to focus on implementing easy areas first. Difficult areas will be implemented later; clearly define the content, timeline, progress of implementation, and assign specific responsibilities for implementation... to serve as a basis for inspection and supervision; promote propaganda work, identify that this is an activity of the Party Committee and government, and cannot be left to consulting units; Localities proactively discuss and coordinate with the Provincial Steering Committee's Support Teams to receive guidance, support and promptly resolve difficulties and obstacles in the implementation process...

The most important goal of Plan 2783 set by the Provincial People's Committee is that when completing the land allocation, forest allocation and granting of forest land use right certificates, it will not only contribute to creating sustainable livelihoods for people and communities, but also establish specific management rights for that forest land area, raising the sense of responsibility of the whole society for forest management and protection. To achieve the set goal, the solution that the province is making efforts to resolutely direct the sectors and localities in the province to focus on implementing is to implement in a rolling manner; implementing in whichever commune will complete that commune, at the same time, there will be an official dispatch directing the provincial departments and functional sectors to strengthen coordination to promptly support and assist local Party committees and authorities in the province to review and complete the land allocation, forest allocation and granting of forest land use right certificates to ensure compliance with the set schedule.
