Consensus opens the way
At the end of September 2024, the road from Mr. Truong Thanh Hoa's house to Mr. Nguyen Cao Phong's alley (Xuan Tay block, Truong Xuan ward) about 600m long was completed. The expanded and concreted road has created a highlight for the urban space on the outskirts of the ward.
Mr. Nguyen Toan - Secretary of the Party Cell of Xuan Tay Ward said that 20 households were affected when upgrading the road. According to the policy of Truong Xuan Ward Party Committee, investment will only be carried out on roads with more than 90% of the people's consensus.
Initially, when implementing the road construction policy, there were 3 households who did not agree, then another household arose. Party members in the Party cell joined in the campaign, then the Party Committee and People's Committee of Truong Xuan Ward organized a meeting to work with the households to listen, explain and reach consensus.
In another case of disagreement, the Party cell assigned a Party member to participate in activities according to Regulation 213, a relative, to lobby and agree to widen the road.
Similarly, the road from Ms. Ung Thi Hoa's house to Mr. Thai Van Trung's house (Xuan Tay block) about 500m long has also been widened from 2m to 5.5m, preparing to pour concrete foundation.
According to Mr. Nguyen Toan - Secretary of the Party Cell of Xuan Tay block, when the people met to implement the road construction policy, the people immediately supported it. The implementation of the construction was smooth because it hardly affected the people.
There was a household that did not agree on donating rice fields and affected trees, so the Party cell assigned a young Party member who was a relative to participate in the campaign to reach consensus.
Mr. Vo Van Long's household (61 years old) shared that all households were very excited when this road was invested in expanding to 5.5m. The expanded road is spacious, convenient for traveling, agricultural products can easily reach the markets, and the quality of life of the people will also improve when connected closer to the central urban area.
Implementing the emulation movement "Skillful mass mobilization" in the period of 2009 - 2024, the people of Truong Xuan ward agreed to donate land, crops and many valuable constructions and architectural objects attached to the land to open roads, creating a new look for the urban space.
We can mention the Nguyen Hoang route to the Xuan Bac residential area; or the Xuan Hoa - Ap Bac route, 800m long with 76 affected households and voluntarily donated more than 2,397m2 , worth more than 7 billion VND. The Xuan Hoa - Xuan Dong route, 1,080m long, has 119 affected households with a total recovered area of more than 2,713m2, estimated to have been contributed by the people at more than 10 billion VND...
Promote democracy and transparency
With the desire for innovation for development and the urgent need to upgrade and improve traffic infrastructure associated with the emulation movement "Skilled mass mobilization", the Party Committee and People's Committee of Truong Xuan Ward have proposed a policy and implemented the model of "Socialization of investment in expanding and upgrading traffic routes in the ward".
The implementation method is to mobilize resources from the community to implement transport infrastructure projects. Thereby reducing the financial burden on the state budget and increasing the participation of people and the community with the motto "People know, people discuss, people do, people check, people supervise, people benefit".
To implement the model, according to Mr. Le Xuan Long - Secretary of the Party Committee of Truong Xuan Ward, the Party Committee builds a thematic resolution for leadership from the Party Committee to the Party cell.
The authorities directed the survey, assessment of needs and detailed planning for the expansion and upgrading of each traffic route. The ward Party Committee directed the establishment of a propaganda and mobilization team for each route, with members selected as dedicated people, capable of propaganda and mobilization; and prestigious in the community.
At the same time, assign the ward's departments, branches and unions to assign tasks to cadres and party members in charge of going to each house to mobilize union members, association members and people to donate land and property on land to build projects in accordance with the spirit of direction from the beginning.
According to Mr. Long, local leaders directly attended meetings with the Party cell where the project was implemented, the road needed to be expanded to closely follow the locality, grasp the thoughts and aspirations, propose appropriate solutions, and convince people to trust and follow.
The key point to help the work of mobilizing social investment in expanding and upgrading traffic routes in the ward achieve high results is to promote democracy.
All project information is public and transparent. Authorities and local leaders clearly explain the benefits of socialized investment and listen to the opinions, thoughts and legitimate aspirations of the people.
“For households that have not yet agreed, combine many people and many ways of lobbying, especially promoting the role of prestigious people and key forces in the community. It can be said that from the right policy, the people have agreed, which is also the greatest resource for effective implementation of the model. The Ward Party Committee also clearly determined that investment will only be made on roads with more than 90% consensus from the people,” Mr. Long shared.
