Accordingly, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong chaired a meeting to listen to a report on the proposal to calculate parking spaces and techniques to determine the scale of the number of basements of the project during the time the city has not yet planned urban underground space. At the end of the meeting, Mr. Bui Xuan Cuong assigned the Department of Planning and Architecture to study the proposal of the Department of Construction, based on the Law on Urban Planning, Decree No. 39 of the Government on the management of urban underground construction space and related legal regulations to synthesize the report, advise and propose to remove difficulties and obstacles.

On that basis, advise the Ho Chi Minh City People's Committee to complete the draft report to the Ministry of Construction on the overall situation, practical difficulties and obstacles, and propose implementation methods, and submit it to the City People's Committee before June 15.

Construction permits for individual houses with basements in Ho Chi Minh City are being suspended.

Submit written comments on the size of basements for individual and family housing projects in the city to the Department of Construction before June 5. Based on the comments of the Department of Planning and Architecture and relevant regulations, the Department of Construction issues a document guiding the size of basements for individual and family housing projects. The Department of Construction organizes a conference to guide the People's Committee of Thu Duc City and the People's Committees of districts to unify the implementation method in the settlement of granting individual housing construction permits to people in the city, to be implemented in June 2024.

Previously, Thanh Nien Newspaper published an article titled "People 'cry out' because construction permits have been suspended", reflecting that many districts in Ho Chi Minh City have recently suspended granting construction permits for individual houses with basements to people because the Ministry of Construction "blew the whistle". This has seriously affected the rights of people in the city.
