Synchronous and comprehensive implementation
According to the assessment of the Provincial Party Standing Committee, implementing Resolution No. 27 of the Party Central Committee (12th tenure) on reforming salary policies for cadres, civil servants, public employees, armed forces and employees in enterprises; The Provincial Party Committee issued Action Program No. 51 to lead, direct, disseminate and implement throughout the Provincial Party Committee and achieved many positive results. Notably, the Provincial Party Standing Committee led and directed the implementation of tasks to restructure state budget revenue to ensure total revenue and sustainable revenue structure. Strengthen revenue management, create fundamental changes in preventing revenue loss; handle and prevent acts of smuggling, trade fraud, production and trading of counterfeit goods, transfer pricing, tax evasion. Implement asset recovery due to corruption in cases according to decisions of effective prosecution agencies. Every year, about 50% of the increase in estimated revenue compared to the assigned budget compared to the previous year's budget is spent on salary reform with a total amount of over VND 330 billion. In addition, in the past 5 years, the province has saved 10% of the regular expenditure estimate until the implementation of the salary fund on the basis of the payroll assigned by the competent authority with a total amount of over VND 519 billion.
Along with that, the organizational structure of administrative agencies and public service units is increasingly arranged and improved. The work of streamlining the payroll is carried out for the right subjects, in accordance with the prescribed policies and budget. With the drastic and focused direction of the Provincial Party Committee and the Provincial People's Committee, and the efforts of agencies, units and localities; since 2019, the province has completely overcome the problem of assigning administrative payrolls exceeding the central payroll. At the same time, completing the goal of streamlining at least 10% of administrative payrolls and payrolls receiving salaries from the state budget compared to 2015. The work of streamlining payrolls ensures that the right subjects and prescribed policies are implemented. The apparatus is streamlined, effective and efficient, improving the efficiency of personnel use, saving on payroll, employees and operating costs, the level of autonomy of units is increasing, contributing to reducing budget expenditures for the administrative apparatus and public service units of the province.
Continue to effectively implement wage policy
The Standing Committee of the Provincial Party Committee sets the goal of continuing to effectively implement the national wage policy in the province in the coming time, ensuring the lives of cadres, civil servants, public employees, and workers, contributing to the implementation of social progress and equity. The implementation of wage policy in Party and State agencies must be associated with the rearrangement of the organizational apparatus, streamlining the payroll, restructuring the contingent of cadres, civil servants, and public employees in the political system in the province to be streamlined, effective, and efficient. To achieve the set goals, the Standing Committee of the Provincial Party Committee requires local Party committees and authorities to continue to promote propaganda work, effectively implement Resolution No. 27; Resolution No. 107 of the Government on the Government's Action Program to implement Resolution No. 27; Action Program No. 51 and relevant legal provisions on wage policy.
Along with that, continue to promote the implementation of the organization and apparatus arrangement, streamlining the payroll, restructuring the staff, civil servants, public employees, non-professional workers in administrative agencies, public service units, and commune-level civil servants in conjunction with the innovation of public service unit activities according to Plan No. 82 and Action Program No. 43, dated January 30, 2018 of the Provincial Party Committee (term XIII). Effectively implement financial and budgetary solutions, considering this a breakthrough task to create resources for salary policy reform.
At the same time, strengthen the leadership of Party committees at all levels in leading the synchronous implementation of solutions to ensure effective implementation of wage policy reform, contributing to bringing positive effects to the economy. Promote the role of all classes of people, the Fatherland Front and socio-political organizations in monitoring and criticizing the implementation of wage policy reform; synchronize with the arrangement of organizational apparatus, streamlining payroll, innovating the organizational and management system for public service units.
