Regarding the implementation of the Ring Road 4 - Capital Region Investment Project, regarding site clearance, the City People's Committee requests the People's Committees of the districts: Ha Dong, Soc Son, Me Linh, Dan Phuong, Hoai Duc, Thanh Oai, Thuong Tin to urgently and seriously implement the direction of the Prime Minister in Notice No. 125/TB-VPCP dated March 19, 2025, and complete on time according to the direction of the City People's Committee in Notice No. 131/TB-VP dated March 18, 2025 of the City People's Committee Office.

Assign the Department of Finance to urgently implement the direction of the City People's Committee at Point c and Point d, Section 2 of Notice No. 131/TB-VP dated March 18, 2025, urgently advise and propose to the City People's Committee: Transfer the 2024 planned capital source allocated to the Investment Project to ensure the source of funding to pay for the implemented volume of the Investment Project; have a unified document for the People's Committee of Hung Yen province to approve the adjustment of Component Project 1.2.

The City Traffic Construction Investment Project Management Board urgently implements the direction of the City People's Committee at Point b, Section 2 of Notice No. 131/TB-VP dated March 18, 2025, prepares relevant documents so that after selecting an investor, it can immediately handle the necessary procedures, ensuring the construction progress on May 19, 2025.

For railway construction investment projects, high-speed railway construction investment projects on the North-South axis, Lao Cai - Hanoi - Hai Phong railway: Assign the Departments of Finance, Agriculture and Environment, Construction and People's Committees of Me Linh, Dong Anh, Gia Lam, Thanh Tri, Thuong Tin, Phu Xuyen districts to proactively coordinate closely with the Railway Management Board - Ministry of Construction to immediately deploy documents, processes, procedures for site clearance, determine needs, resettlement locations, approve resettlement projects to ensure project progress.

Urban railway construction investment project, line 2.1 Nam Thang Long - Tran Hung Dao: Assign the Department of Finance to preside over, coordinate with the Urban Railway Management Board to advise, propose, and report to the City People's Committee on procedures for advancing city budget capital during the time of completing negotiation procedures and signing the ODA loan agreement.

The Department of Agriculture and Environment is assigned to preside over and coordinate with the Urban Railway Management Board and the People's Committee of Bac Tu Liem District to proactively coordinate with relevant units of the Ministry of National Defense to urgently relocate Battalion 10 - Artillery Command to implement the project to ensure progress.
