In recent years, through the implementation of the project to replicate the poverty reduction model of breeding cows, many poor, near-poor and newly escaped-poverty households in Thanh Ba district have had long-term livelihoods, contributing to increasing income, improving life, and escaping poverty sustainably. Khai Xuan is one of the localities that has implemented this program well.
Ms. Tran Kim Dung, a poor household in Khai Xuan commune, takes care of breeding cows supported by the National Target Program for Sustainable Poverty Reduction.
The family of Ms. Nguyen Thi Ngung in Zone 10, Khai Xuan Commune is one of the near-poor households receiving support for breeding cows from the National Target Program for Sustainable Poverty Reduction in 2023. Ms. Ngung is 70 years old this year, her husband is sick and has been bedridden for 9 years. The family does not have a stable income, so life is very difficult. With support for breeding cows, she carefully takes care of them according to the instructions, so the cows develop well, grow quickly and are being bred.
Ms. Tran Kim Dung, another poor household in Zone 10 who received support for breeding cows, shared: “My husband and I are unemployed, our two young children are both disabled, and our family has no capital to invest in economic development. When the State supported breeding cows, my husband and I were very excited because this is the motivation to help our family develop the economy and try to escape poverty.”
The program of giving cows to poor households, near-poor households, and people who have just escaped poverty from the Project on diversifying livelihoods and developing poverty reduction models of the National Target Program on Sustainable Poverty Reduction is extremely practical and effective.
Comrade Nguyen Truong Thanh - Chairman of Khai Xuan Commune People's Committee said: "The commune received 22 breeding cows from the Project on diversifying livelihoods and developing a sustainable poverty reduction model in 2023. These cows were assigned by the commune to 22 poor and near-poor households for care. Currently, the herd of cows is growing well, many of them are starting to breed. Since receiving the cows, the households have been very happy and focused on taking care of them to create a stable source of economic development for their families."
In order to create conditions for poor households to develop their cattle herds, in recent years, in addition to implementing the program and project of distributing breeding cows, the commune has also coordinated with specialized departments of the district to organize livestock training classes for people. Thereby, helping people to raise cattle in the direction of bio-safety, disease control, and environmental protection. The commune has also promoted the propaganda of the goal of poverty reduction widely to departments, organizations and all classes of people to raise awareness in poverty reduction work. From there, it arouses the will to be proactive and rise up of the poor.
Along with that, the commune creates conditions for poor households to borrow preferential loans and synchronously implements State support programs and projects to help households develop the economy, considering livelihood support, vocational training, job creation, and income increase for people as important and necessary tasks in the process of implementing the National Target Program on Sustainable Poverty Reduction.
Thanks to that, the commune's poor and near-poor households decreased from 8.4% in 2022 to 6.02% in 2023 and strived to reduce to 4.7% in 2024. From the success of 2023, it is expected that Khai Xuan commune will continue to receive support for 22 more cows this year. The commune has completed the appraisal procedures and is waiting for the district to make a decision and issue them to poor, near-poor, and newly escaped-poverty households in the area.
It can be affirmed that with the active implementation, correct criteria, and right beneficiaries, the project to replicate the poverty reduction model of breeding cows in Khai Xuan commune has created trust and positive response from the people. The program of giving breeding cows is considered a "fishing rod", a necessary and prerequisite condition in the process of sustainable poverty reduction in the area, helping households escape poverty soon, gradually improving the quality of life, contributing to building Khai Xuan commune increasingly rich and civilized.
