27th Session (Special Topic) of the 19th Provincial People's Council

On the afternoon of April 8, the 19th Provincial People's Council held its 27th session (special session) to resolve issues arising under its authority. Comrade Nguyen Huong Giang, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Comrade Nguyen Anh Tuan, Vice Chairman of the Provincial People's Council chaired the meeting.

Attending the meeting were comrade Vuong Quoc Tuan, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, comrades in the Provincial Party Committee Standing Committee, leaders of the People's Committee, the Fatherland Front Committee, the National Assembly Delegation of the province, leaders of Departments, branches, and districts, towns and cities.

Overview of the Session

At the meeting, the Provincial People's Council considered 9 contents, including: Submission on the Plan to adjust the medium-term public investment plan for the period 2021 - 2025 (9th time); Submission on the Plan to recover and supplement public investment capital in 2025 (For the People's Committees at the district level); Submission on the recovery, allocation and supplementation of the public investment capital plan in 2025; Submission on the adjustment, recovery, supplementation and funding support; Submission on the adjustment and supplementation of the list of land plots for bidding to select investors to implement investment projects using land in the province; Submission on the Regulation of the percentage (%) to calculate the unit price of land rental to pay annual land rent without auction, unit price of land rental for underground construction, unit price of land rental for land with water surface in Bac Ninh province; Submission on Regulations on the authority to decide on the procurement of goods, services, procurement of assets, goods and services for scientific and technological tasks using the state budget under local management; Submissions to abolish the Resolution of the Provincial People's Council on approving the investment policy for the project to build the Innovation Center of Bac Ninh province; Investment project to build and expand the road from Trung Lac village, Yen Trung commune to the pumping station of Phan Dong village, Tam Da commune, Yen Phong district; Submission on Approval of the list of projects requiring land acquisition; projects requiring land use conversion with rice-growing land area in 2025 in Tu Son city and Bac Ninh city.

After a period of urgent, serious, responsible work and high consensus; the Provincial People's Council has passed 10 specialized Resolutions. These are important and urgent resolutions, serving as a legal basis for the Provincial People's Committee, all levels and sectors to implement the requirements and tasks in the coming time.

Chairman of the Provincial People's Council Nguyen Huong Giang delivered a closing speech at the meeting.

In his closing speech at the meeting, the Chairman of the Provincial People's Council emphasized: In order to effectively implement the Resolutions approved by the Provincial People's Council and in response to urgent requirements in the new development stage of the country, local authorities must also have the highest determination, take drastic actions, and create fundamental changes in the quality of the government apparatus to continue to effectively streamline the organization and apparatus, improve the effectiveness and efficiency of the entire political system from the province to the grassroots level in accordance with the spirit of the Central Committee's Conclusion. After the meeting, the Provincial People's Committee, all levels, sectors, localities, and units are requested to focus on implementing a number of key tasks.
