Attending the meeting were members of the Standing Committee of the Provincial People's Council, Provincial People's Committee, members of the Provincial People's Committee, leaders of districts, towns and cities; leaders of the Vietnam Fatherland Front and socio-political organizations.
The meeting focused on assessing the socio-economic situation in April and the first four months of 2024; progress, implementation results, and disbursement of career capital for national target programs; and high school graduation exams in 2024.
Reports and opinions at the meeting unanimously assessed that in April 2024, the socio-economic situation of Lao Cai province developed stably, with relatively good growth recovery momentum. Agricultural, forestry and fishery production in the province was basically maintained and stable, ensuring the crop schedule; disease prevention and control for livestock, poultry and aquatic products were well implemented to prevent major epidemics from occurring; forest management, protection and development continued to be strengthened.
In April 2024, the value of industrial production in mining, processing, and electricity and water all increased compared to the previous month. Chemical and fertilizer production units maintained their capacity at 75-90%. Currently, the demand for yellow phosphorus in the world market is improving, the selling price of yellow phosphorus products is stable, and there is not much inventory. The value of industrial production in April 2024 is estimated at 3,755.7 billion VND, the cumulative value is estimated at 13,622.8 billion VND, equal to 26.1% of the annual plan.
As of April 26, 2024, the disbursement value reached 1,569/6,007 billion VND, equal to 26.1% of the plan and 27% of the actual plan. According to the report of the State Treasury, the disbursement rate according to the Prime Minister's Decision has so far reached 1,929/5,212 billion VND, equal to 37% of the plan. According to the report of the Ministry of Finance, as of March 2024, the disbursement rate of Lao Cai province reached 21% of the plan, among the provinces and cities with high disbursement rates nationwide. The overall disbursement rate of the whole country reached 13.67% of the plan.
The total value of import-export, trading and exchange of goods through border gates in April 2024 is estimated at 229.78 million USD, an increase of 10.73% compared to March 2024, an increase of 60.66% compared to the same period in 2023. The cumulative value is estimated at 779.4 million USD, an increase of 32.12% compared to the same period in 2023, reaching 17.32% of the plan.
The total number of visitors to Lao Cai in April reached 745,018 (including 79,959 international visitors and 665,059 domestic visitors). Total revenue from tourists reached about 2,552 billion VND.
State budget collection has been actively implemented. The total state budget collection in the province accumulated to the end of April 2024 is estimated at 2,792.4 billion VND, equal to 30.4% of the estimate assigned by the Central Government, equal to 21.8% of the estimate assigned by the Provincial People's Committee, equal to 128% over the same period.
The quality of cultural and social activities has been improved; education has achieved many good results; public health care has been given attention, preventing major epidemics from occurring in the area; social security policies have been fully and promptly implemented; administrative reform has achieved positive results; the application of information technology in administrative reform has been implemented synchronously and effectively. Political security and social order and safety have been maintained, creating favorable conditions for economic development.
Speaking at the meeting, leaders of the provincial departments and branches focused on clarifying a number of contents related to the progress of implementing key projects in the province; the situation of local budget revenue and expenditure; the progress of implementing major plans; the management of tourist attractions; the situation of attracting investment, removing difficulties for industrial production enterprises; removing difficulties in developing key industries in the agricultural sector...
Speaking at the meeting, the Standing Committee members of the Provincial People's Committee requested departments and branches to be proactive and resolute in performing assigned tasks; closely follow central ministries and branches to remove difficulties and obstacles in various fields in the province; strengthen the management of cadres, civil servants and public employees and rectify discipline, order and public ethics at agencies, units and localities to speed up the progress of assigned tasks.
Concluding the meeting, Mr. Trinh Xuan Truong, Chairman of the Provincial People's Committee, requested departments, branches and localities to continue to closely follow the directions of the Central Government and the Provincial Party Committee Standing Committee in implementing the socio-economic development plan, striving to exceed the set targets. Focus on the growth target along with solving social security issues, speeding up the progress of eliminating temporary housing, paying attention to job creation, vocational training and environmental protection.
Continue to review and overcome shortcomings and limitations in the field of industrial management, and solve environmental pollution problems in Tang Loong Industrial Park.
Pay attention to thoroughly handling unsafe traffic points, especially ensuring traffic safety in school areas.
Districts, towns and cities pay attention to the work of receiving people, listening to and resolving people's petitions, not allowing hot spots to arise.
Regarding specific tasks in each field, the Chairman of the Provincial People's Committee directed to increase investment attraction in agriculture, especially livestock development projects and deep processing projects of the province's key agricultural products.
Review and evaluate the results of the implementation of the development plan for industrial zones and clusters in the province, and remove difficulties for businesses. Speed up the progress to remove difficulties for hydropower projects that have been approved for investment. Organize the implementation and regularly review mineral planning, and propose timely adjustments to suit the socio-economic development needs of the province. Strengthen investment supervision of licensed projects in industrial zones.
Focus on coordinating with central ministries and branches to speed up the progress of key projects of the province such as: Road bridge across the Red River in the border area of Bat Xat (Vietnam) - Ba Sai (China); Sa Pa airport; upgrading 4 lanes of Noi Bai - Lao Cai highway, Yen Bai - Lao Cai section; Railway connection project between Lao Cai station (Lao Cai province, Vietnam) and Ha Khau Bac station (Yunnan province - China)...
Promote and develop tourism in depth, attract high-quality tourists, and build Lao Cai tourism brand.
Boost budget collection, strive to complete the set targets for 2024. Strengthen revenue management, prevent tax loss, tax evasion, and handle tax arrears. Improve the effectiveness and efficiency of state management, promote administrative reform, and build e-government.
The Chairman of the Provincial People's Committee emphasized that there is not much time left to complete the goals and tasks of the entire term while the workload is very large, so sectors and localities need to take advantage of time, proactively coordinate to remove difficulties, promote growth drivers, complete the targets of 2024 towards completing the goals of the entire term.
Developing key industries faces many difficulties
According to Deputy Director of the Department of Agriculture and Rural Development Nguyen Quang Vinh, in recent times, the development of key industries has encountered many difficulties, attracting businesses to invest in agricultural product processing is still limited. For example, the medicinal industry, which is Lao Cai's strength, we thought it was sustainable in the past two years, but this year it has been very difficult.
According to information from the agricultural sector, there are businesses that have raw material areas in Lao Cai but still import raw materials from abroad. These businesses said that they only need to order the demand for the production of a certain type of medicine and their partners will provide all the ingredients, while Lao Cai has only planted a few types of plants, which cannot meet the needs of businesses.
The Department of Agriculture and Rural Development recommends that the province continue to remove difficulties for businesses investing in processing agricultural products, because only businesses investing can form commodity production, increase the value of agricultural products, and help farmers feel secure in production.
High school graduation exam 2024, Lao Cai adds 2 new testing locations
According to Director of the Department of Education and Training Duong Bich Nguyet, Lao Cai is expected to have 8,334 candidates registered for the 2024 high school graduation exam.
The whole province established 1 examination council, arranged 26 examination sites to organize the exam (increased by 2 sites compared to 2023; adjusted the exam location by 1 site in Lao Cai city).
Specifically, 2 new testing sites will be added in Bao Yen and Bac Ha districts: 1 new testing site (test site No. 2) in Bao Yen district, located at Bao Yen District High School No. 2 with 9 testing rooms, including students from Bao Yen District High School No. 2; 1 new testing site in Bac Ha district (test site No. 3) located at Bac Ha District Ethnic Minority Boarding Secondary and High School with 10 testing rooms, including students from Bac Ha District High School No. 1, Bac Ha District Ethnic Minority Boarding Secondary and High School, and Bac Ha District Vocational Education and Continuing Education Center.
Adjusting exam site No. 5 of Lao Cai city from Lao Cai city High School No. 4 to the provincial Ethnic Minority High School with 11 exam rooms, including students of the provincial Ethnic Minority High School and continuing education students of the Vocational Education Center - Continuing Education studying at Lao Cai College.
The number of staff participating in the exam is expected to be 1,800 people.
