Ho Chi Minh City assigned to prepare pre-feasibility report for Ring Road 4

According to the document, the Ho Chi Minh City People's Committee is assigned as the competent authority to organize the completion of the overall project's pre-feasibility study report based on the synthesis of the pre-feasibility study reports of the component projects that have been prepared by the localities, and submit them to the Government so that the Government can submit them to the National Assembly for decision on investment policy according to regulations.

Along with that, the People's Committees of Ba Ria - Vung Tau, Dong Nai, Binh Duong and Long An provinces are responsible for coordinating with the People's Committee of Ho Chi Minh City in the process of completing the Pre-Feasibility Study Report and implementing the Project.

At the same time, the Ministry of Planning and Investment advised and proposed the Prime Minister to establish a State Appraisal Council to promptly appraise the Project's Pre-Feasibility Study Report according to regulations.

The Government also assigned the Ministry of Planning and Investment and the Ho Chi Minh City People's Committee to urgently complete investment preparation procedures for the Project according to the direction of the Prime Minister in Official Dispatch No. 6656/VPCP-CN dated September 18, 2024 of the Government Office.

Previously, in Decision 1698/QD-TTg dated September 28, 2011 of the Prime Minister approving the detailed planning of Ho Chi Minh City Ring Road 4. According to the planning, Ho Chi Minh City Ring Road 4 will pass through the administrative boundaries of 12 districts in 5 provinces and cities: Ba Ria - Vung Tau province (Tan Thanh district); Dong Nai province (3 districts: Long Thanh, Trang Bom, Vinh Cuu); Binh Duong province (2 districts: Tan Uyen, Ben Cat); Ho Chi Minh City (Cu Chi district, Nha Be district); Long An province (4 districts: Duc Hoa, Ben Luc, Can Duoc, Can Giuoc).

Also according to the planning, Ho Chi Minh City Ring Road 4 is a highway with a cross-section of 6-8 expressway lanes, with parallel roads on both sides and corridors for green trees, technical infrastructure works, and expansion reserves. The total length is 207 km, the largest cross-section width is about 121.5 m. The parallel road has at least 2 lanes, invested in stages depending on the transportation needs and the development of urban areas on both sides. The total investment of the project is expected to be nearly 106,000 billion VND.

In phase 1, the site clearance will be carried out once according to the approved plan (74.5 m); 4 complete expressway lanes; 21 interconnecting intersections; parallel roads and residential roads on both sides of the route will be built according to the traffic needs of each section and each locality.
