BTO-On the afternoon of October 25, 2024, Deputy Prime Minister Tran Hong Ha chaired the 11th Conference on combating illegal, unreported and unregulated (IUU) fishing. The conference was connected online to the connecting points of ministries, sectors and coastal localities across the country. At the Binh Thuan connecting point, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai attended the conference with members of the Provincial Steering Committee for Combating IUU Fishing; People's Committees of coastal districts, towns and cities via online television.

According to the report of the Ministry of Agriculture and Rural Development, after 7 years (2017 - 2024) of combating IUU fishing, removing the "Yellow Card" warning of the European Commission (EC), and through 4 inspections by the EC, the situation of combating IUU fishing in our country has achieved some positive results. Accordingly, the legal framework has been completed; equipment for monitoring fishing vessel journeys has been installed; a national fisheries database has been built; imported aquatic products have been controlled according to the provisions of the Agreement on Port State Measures; law enforcement and sanctions for IUU fishing violations have been strengthened more than before... The country currently has more than 84,700 fishing vessels, of which more than 77,700 are registered. More than 28,000 vessels with a length of 15m or more have installed voyage monitoring equipment, reaching 98.6%.

However, there are still some tasks to combat IUU fishing that are slow to be resolved according to the EC's recommendations. The situation of fishing vessels violating illegal fishing in foreign waters continues to be complicated and increasing. The implementation of regulations on registration and licensing of fishing activities has not been completed yet. Up to now, the registration of fishing vessels updated on the national fisheries database has only reached about 91.6%; the issuance of valid fishing licenses has only reached about 75.1%. The whole country still has 7,035 "3 no" vessels. Law enforcement and handling of IUU fishing violations are not strict and are still low.

In recent times, Binh Thuan has strengthened the implementation of solutions to combat IUU fishing. The work of registering fishing vessels according to Circular No. 06/2024/TT-BNNPTNT has basically met the required progress. The province has completed the registration and granted fishing licenses to 2,248 "3 no" fishing vessels, reaching a rate of 91.1%. The registration progress for the 12-meter fishing vessel group reached 96.4%, while 84 fishing vessels have not completed the registration procedures, of which 58 vessels are not qualified. The control of fishing vessels entering and leaving ports and the implementation of the Electronic Seafood Traceability Software System (eCDT) and the control of output at ports and traceability have been seriously implemented. The progress of procedures for repairing and overcoming fishing port infrastructure has been focused on, with some items having started construction. In addition, 100% of fishing vessels in operation have installed voyage monitoring equipment; 444 administrative violations were punished/over 4 billion VND...

At the conference, leaders of localities, ministries and branches discussed, pointed out the existing problems, causes and proposed solutions for managing fishing fleets, monitoring, supervising and controlling fishing vessels, managing the traceability of exploited seafood...

Speaking at the conclusion of the conference, Deputy Prime Minister Tran Hong Ha emphasized that based on the current situation and results of combating IUU fishing, if we do not promptly overcome the shortcomings and limitations and do not create breakthrough changes, it will be very difficult to remove the "Yellow Card" warning at the 5th inspection by the EC, and there is even a high risk of the warning being raised to a "Red Card".

The Deputy Prime Minister requested ministries, departments, branches and localities to focus on implementing a number of key and urgent tasks and solutions. In particular, thoroughly grasp, assign, clarify responsibilities and seriously organize and implement, achieving results the contents, tasks and instructions of the Secretariat in Directive No. 32, Resolution No. 52 of the Government and instructions of the Prime Minister. Identify this as an important, urgent task, with long-term significance for the sustainable development of the fisheries sector. Before November 20, the Ministry of Agriculture and Rural Development will coordinate with localities to complete the registration of 7,000 "3 no" ships, assigning responsibility to each locality.

At the same time, synchronously deploy solutions to prevent and end the situation of Vietnamese fishing vessels violating illegal fishing in foreign waters. This is a prerequisite for the EC to consider removing the "Yellow Card" warning. Organize reviews, seriously and transparently implement to ensure legality in the traceability of exploited aquatic products. Launch peak campaigns of patrolling, checking, controlling, and being resolute in law enforcement, handling IUU fishing acts...
