Lesson 1: Unlocking resources for development

The policy of streamlining the payroll and rearranging the apparatus in the political system has been implemented by the Party and the State with the goal of improving the effectiveness and efficiency of management, reducing the cost of maintaining the apparatus, allocating resources for national development, and better serving the people. Together with localities across the country, the province has resolutely carried out the "revolution" of streamlining the apparatus.

Initial results

Long An is a province in the Mekong Delta, located in the Southern Key Economic Zone. Currently, the province has 15 district-level administrative units (13 districts, 1 town, 1 city), 186 commune-level administrative units; there are 20 party committees under the Provincial Party Committee with a total of more than 53,300 party members.

Leaders of the Party Committees of the provincial Party agencies presented flowers and handed over decisions to establish grassroots Party organizations under the province.

Implementing Resolution (NQ) No. 18-NQ/TW of the Party Central Committee (12th tenure) on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently (referred to as Resolution 18); Plan No. 07-KH/TW, dated November 27, 2017 of the Politburo , contributing to improving the effectiveness and efficiency of the political system in the province, reducing regular expenditures. Thereby, contributing to socio-economic development, strengthening people's trust in the Party and the State.

According to Member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee - Le Thanh Nghiem, after 7 years of implementing Resolution 18 and the policy of streamlining the political system 's apparatus, operating effectively and efficiently, associated with restructuring the team of qualified and competent cadres, equal to the tasks according to the direction of the Central Government, the province has reduced 123 focal points and 261 leaders and managers.

Among the above-mentioned reduced focal points and leaders, there are 4/37 provincial-level focal points, down 10.8% (compared to the whole country's decrease of 4.2%) and 119/487 department-level focal points and equivalents under departments, branches, sectors, Vietnam Fatherland Front, provincial socio-political organizations, district-level People's Committees, 3 provincial-level unit heads, 73/475 department heads and equivalents, 186/1,076 deputy department heads and equivalents, down 17.3% (compared to the whole country's decrease of 10.8%).

For public service units, the province arranged to reduce 124/813 units, reaching 15.25%; reduced 3,225 staff, reaching 10.91% compared to 2015. For mass organizations, implemented the policy of voluntary, autonomous, self-managed, and self-funded operations. Through arrangement, 377 staff were reduced (113 at provincial level, 264 at district level).

Through the summary of the implementation of Resolution 18, in addition to the achieved results, the Provincial Party Executive Committee also found that the organization of the provincial political system still revealed many challenges. That is, some regulations on the organization of the apparatus between ministries and branches at the central and local levels lack synchronization, connectivity, and consistency in the implementation of the Resolution; the results of organizational arrangement, reduction of the number of people receiving salaries from the state budget and socialization of public service units are still limited. The number of public service units implementing full financial autonomy is still small. The number of staff reductions exceeded the target according to the Resolution but the efficiency was not high, mainly depending on civil servants and public employees voluntarily asking for early retirement to enjoy the regime and policies, not paying attention to staff reduction for ineffective civil servants and public employees, etc.

Resolutely organize and reorganize the apparatus

In the province, the merger and streamlining of the apparatus has been seriously organized. Implementing the direction of the Central Government, on January 17, 2025, the Provincial Party Committee issued Project No. 25 on innovation and reorganization of the political system to be streamlined, effective and efficient. Accordingly, it is necessary to continue to perfect the functions, tasks, powers and consolidate the organization of the political system of the province to be streamlined, effective and efficient on the basis of rationally organizing agencies, units and organizations; at the same time, fully promote the position, role, functions, tasks and powers of agencies, units and organizations in the political system of the province to ensure democracy, professionalism, modernity, cleanliness, strength, openness, transparency, and service to the people. In addition, it is necessary to strengthen the smooth management from the province to the grassroots level, decentralize and delegate powers reasonably, meeting the requirements of tasks in the new period.

The implementation is carried out objectively, democratically, scientifically, receptively, specifically, deeply, urgently, seriously and comprehensively assessing the situation and achieved results; proposing tasks and solutions to continue innovating, arranging and organizing the provincial political system to be streamlined, effective and efficient, ensuring comprehensiveness, synchronization and connectivity.

After the reorganization, at the provincial level, 8 Party delegations and 3 provincial Party executive committees will be reduced; 1 advisory and support agency for the Provincial Party Committee will be reduced; 1 public service unit under the Provincial Party Committee; 5 professional agencies under the Provincial People's Committee; 36 units under the provincial departments, branches and sectors will be reduced. At the district level, 15 advisory and support agencies for the district Party Committee will be reduced; 15 public service units under the district Party Committee; 30 professional agencies under the district People's Committee will be reduced; the operation of the Provincial Party Committee of Agencies and Enterprises will be terminated; 2 Party Committees under the Provincial Party Committee will be established, including the Party Committee of Provincial Party Agencies and the Party Committee of the Provincial People's Committee; the operation of the Provincial and District Health Care and Protection Board will be terminated; all steering committees at the provincial and district levels will be terminated, and only the truly necessary steering committees will continue to operate.

The Party Committees of the Provincial Party Agencies and the Party Committee of the Provincial People's Committee are Party organizations established for the first time under a new model, so there were certain initial difficulties. However, the two Party Committees have promoted the spirit of responsibility, exemplary, solidarity and unity to lead and direct the successful completion of assigned political tasks. In particular, the two Party Committees have assigned specific tasks to advisory and supporting agencies; built working regulations for the Party Committee, the Party Committee Standing Committee and the Party Committee Standing Committee. In addition, the two Party Committees regularly monitor, review, promptly grasp and remove difficulties and obstacles, ensuring that the new apparatus operates effectively, efficiently and smoothly, without interruption in work.

Also from March 1, 2025, at the commune-level police, people can carry out a number of administrative procedures that were previously under the authority of the district police: Car and motorbike registration; issuance, exchange, and re-issuance of ID cards for people aged 14 and over and for people under 14 years old; issuance of electronic identification accounts for agencies and organizations; receiving applications for issuance, exchange, and re-issuance of driving licenses, etc. People do not have to waste time going to the district-level police headquarters as before,.../.
