Policy research to assess supply and demand for social housing

On the afternoon of October 28, speaking at the discussion session on the report of the Supervisory Delegation and the draft Resolution of the National Assembly on the results of the thematic supervision of "the implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023", Deputy Prime Minister Tran Hong Ha highly appreciated the National Assembly for choosing the topic of supreme supervision related to policies and laws on the real estate market and social housing.

The Deputy Prime Minister said that not only policy beneficiaries but all people have the right to own housing. Most civil servants, public employees, workers, especially in the armed forces... must be responsible for this policy. Therefore, in the coming time, it is necessary to study policies to complete the investigation and assessment of supply and demand for social housing; how to reasonably expand social beneficiaries so that all people have the right to access housing. Next, it is necessary to implement local planning strategies and housing programs, including social housing, urban housing, especially commercial and high-income housing groups.

Agreeing with the solutions proposed by the leaders of the Ministries, Deputy Prime Minister Tran Hong Ha emphasized the need to determine land prices and then consider early piloting of the market and trading floors on the market.

Regarding the issue of waste in projects, including resettlement housing, commercial housing and many commercial and tourism services, Deputy Prime Minister Tran Hong Ha said that in the near future, the Government will propose solutions to solve problems within its authority; will submit to the National Assembly a resolution on expanding and creating land funds for commercial housing or social housing; at the same time, review the entire resettlement housing fund to convert to social housing.

Need to survey workers ' housing needs

Reporting and explaining at the meeting, Governor of the State Bank Nguyen Thi Hong thanked the National Assembly deputies for their profound and practical opinions on issues related to the management of the industry.

Regarding the assessment that interest rates are still high, the Governor of the State Bank said that borrowing businesses always want low interest rates. Compared to the wishes of businesses, the assessment that interest rates are still high is always correct and understandable. However, in the context of very high international interest rates, Vietnam's interest rate level is under control and the lending interest rate has only decreased by about 3% compared to the beginning of 2022 until now, which is also an effort of the State Bank as well as credit institutions.

Regarding social housing credit, the Governor of the State Bank said that in fact, the Government is currently very determined to direct ministries and branches to focus on solutions to develop social housing and even call for socialization to build and eliminate dilapidated temporary houses.

Recently, in the context of the State Budget not being able to be allocated, many banking systems responded to the Program towards 1 million social housing apartments by 2030, the banking industry launched a package of 120,000 billion VND (to date this package has increased to 145,000 billion VND) from capital mobilized by credit institutions. However, due to the impact of the Covid-19 epidemic, the disbursed balance is still very small, about 1,700 billion VND.

The Governor of the State Bank said that to implement social housing credit, resources from the State budget are needed; along with that, it is necessary to survey whether the needs of workers are to own houses or to rent houses, from which appropriate solutions can be found.
