The Government Office issued Notice 110/TB-VPCP on the conclusion of Deputy Prime Minister Tran Hong Ha at the National Online Conference summarizing the work in 2023 and the direction and tasks for 2024 of the Vietnam National Committee on Ageing.
Over the past year, with the attention and direction of the Party and State, the efforts of ministries, branches and localities, especially with the active role of the Vietnam Association of the Elderly and the joint efforts of organizations and people nationwide, the work for the elderly has achieved important and comprehensive results.
The elderly continue to be given favorable conditions to actively participate in building the political system and movements to protect national security, social order, build new rural areas, develop socio-economy, culture, physical education and sports in the locality and residential areas...
However, in addition to the achieved results, the work for the elderly still has some shortcomings and limitations, such as: The lives of a part of the elderly are still difficult, especially the elderly in remote areas; Resources allocated for the work for the elderly have not met the requirements and assigned tasks; Social assistance policies for the elderly are still limited; policies to anticipate the trend of population aging, aging population and the development of the National Strategy for the elderly in the new situation... are still slow.
Agreeing with the direction and key tasks for 2024 stated in the Report of the National Committee on the Elderly in Vietnam, the Report of the Central Committee of the Vietnam Association of the Elderly; in which the Deputy Prime Minister requested ministries, agencies and localities to focus on a number of tasks.
Proposing to develop new documents on elderly work in accordance with new requirements
Specifically, the Ministry of Labor, War Invalids and Social Affairs will complete the draft National Strategy on the Elderly to 2030, with a vision to 2045, and submit it to the Government in the fourth quarter of 2024.
Preside over and coordinate with ministries and agencies to research and propose amendments and supplements to the Law on Social Insurance, the Law on the Elderly and related legal documents in accordance with practical requirements and new situations.
Report to the Party Committee of the Ministry of Labor, War Invalids and Social Affairs to propose and organize a summary and evaluation of the implementation results of Directive 59/CT-TW dated September 27, 1995 of the Secretariat of the 7th Party Central Committee on "Caring for the Elderly" according to regulations. On that basis, propose to develop new documents on elderly work in accordance with new requirements.
Strengthen inspection and supervision of the implementation of elderly work, focusing on promoting the role, regimes and policies to support the elderly in accessing basic social services; train and improve professional capacity, skills and expertise for officers, employees and collaborators working to support the elderly.
Preside over and coordinate with the Central Committee of the Vietnam Association of the Elderly to complete the Regulations on the operation of the Vietnam National Committee on the Elderly; direct localities to complete the Elderly Working Committees at all levels in accordance with the Regulations.
There is a suitable solution to ensure 100% of the elderly have health insurance cards.
Ministry of Finance: ensures funding for implementing policies, programs, projects, tasks on the elderly; supports operating costs for the Elderly Association at all levels according to current state budget decentralization.
The Ministry of Home Affairs promptly resolved arising problems and continued to closely coordinate with the Central Committee of the Vietnam Association of the Elderly to guide localities in establishing provincial and district-level Associations of the Elderly in accordance with Conclusion No. 58-KL/TW dated June 23, 2023 of the Secretariat on the organization and operation of the Vietnam Association of the Elderly.
The Ministry of Health directs and guides the effective implementation of health care for the elderly at the grassroots level according to regulations; unifies instructions on establishing records to monitor and manage the health of the elderly; promotes training in geriatrics and elderly care skills; has appropriate solutions to ensure that 100% of the elderly have health insurance cards. Directs and guides localities to implement the primary health care plan for the elderly.
The Ministry of Information and Communications directs press agencies to maintain programs and columns to propagate the implementation of the Law on the Elderly and care for the elderly; and to strengthen the development of programs and columns to respond to the issue of population aging and aging population.
Continue to organize well the work of wishing longevity, celebrating longevity, visiting and giving gifts to poor and lonely elderly people who have no one to take care of them.
Vietnam Social Security coordinates with the Ministry of Health to implement health insurance policies, improve the quality of health insurance examination and treatment, meet the health care needs of the elderly and people; prioritize the settlement and payment of social insurance and health insurance for the elderly.
The People's Committees of provinces and centrally run cities, based on Conclusion No. 58-KL/TW of the Secretariat, shall issue action plans to ensure that by the end of 2024, the organization of the elderly association at the provincial and district levels will be completed in accordance with local practical conditions; at the same time, strengthen inspection and supervision of the implementation of policies for the elderly at the grassroots level.
Allocate resources, ensure full implementation of policies on the elderly according to regulations; integrate the implementation of elderly work in related programs, projects, tasks; continue to organize well the work of wishing longevity, celebrating longevity, visiting and giving gifts to poor and lonely elderly people without caregivers; mobilize all resources, socialize in the work of caring for and promoting the role of the elderly in the locality.
Mobilizing resources to implement the humanitarian program "Bright eyes for the elderly"
The Deputy Prime Minister requested the Central Committee of the Vietnam Association of the Elderly to preside over and coordinate with the Ministry of Health, the Military Commercial Bank and relevant agencies and organizations to mobilize resources to implement the humanitarian program "Bright eyes for the elderly" according to regulations.
Preside over and coordinate with relevant ministries and agencies to develop startup projects, create jobs, digital transformation, and green transformation for implementation, helping to support and improve the lives of the elderly.
Continue to develop and implement the Coordination Program between the Association of the Elderly and state management agencies at all levels to ensure that the Association has the conditions to represent the elderly in participating in the development of mechanisms and policies directly related to the elderly; participate in a number of activities and services within the Association's field of operation according to the provisions of law and advise and supervise policies, programs, topics and projects requested by state agencies in accordance with the provisions of the Association's Charter and the provisions of law.
Coordinate with the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Foreign Affairs and relevant agencies to expand international cooperation to consult, survey and share experiences on the issue of protecting, caring for and promoting the role of the elderly to ensure adaptation to the current population aging period and the aging population period in the coming time.
