According to the request of the Ho Chi Minh City People's Committee, districts/counties develop flexible enrollment plans based on three factors: local school distribution; number of children of enrollment age; information on students' "current residence" from the industry database.
Using GIS mapping system to calculate students' travel distance, not distributed according to ward administrative boundaries to create conditions for students to study near their current residence and in accordance with the actual local situation.

For schools located on the border between localities, the primary enrollment steering committee develops a suitable enrollment plan, creating favorable conditions for students to study near their current place of residence.
Admissions are conducted on the website https://tuyensinhdaucap.hcm.edu.vn, through identification codes, information extracted 100% from the education sector database system.
The district/county primary enrollment steering committee clearly identifies priority candidates for admission, creating a legal basis for classification.
There are 2 admission categories, of which category 1 - for grade 1, priority will be given to students whose "current residence" is in the area and within the prescribed age; for grade 6, priority will be given to students whose "current residence" is in the area, who have completed primary school and are within the prescribed age. Category 2 is students who wish to study in an area that is not their actual residence.
Consider prioritizing admission in order of specific cases of each area such as: students who have completed preschool or primary school in the area; students whose father or mother works in the area (industrial parks, agencies, organizations located in the area); students whose "current residence" according to VNEID is in the border areas between districts; students transferring provinces; students in specific cases of the locality.
In addition, Tran Dai Nghia Secondary and High School and some local secondary schools can conduct admission based on a combination of two criteria including training and learning results in primary school years and capacity assessment survey results.
In particular, local secondary schools must simultaneously meet two requirements: having the number of registered candidates exceed the enrollment quota in recent years and being proposed by the People's Committee of Thu Duc City, districts and counties to the Department of Education and Training (GD-DT).
The remaining secondary schools conduct admission based on the results of training and learning at the primary level and use data from digital maps to serve the work of allocating students, in which the admission areas of the schools are decided by the People's Committee of Thu Duc City, districts and counties according to the actual situation in the locality.
Depending on the actual situation of school facilities, teaching staff and population of each locality, based on the advice of the Department of Education and Training, the primary enrollment steering committee determines the enrollment quota for grade 6 for schools.
Nam Sai Gon Secondary and High School follows its own plan, ensuring registration on the city's primary admissions website, complying with the time frame and regulations in the guidance documents of the Department of Education and Training, ensuring synchronization with the city's admissions work.
It is expected that some schools will conduct surveys to recruit students for grade 6, such as: Tran Dai Nghia Secondary and High School, Tran Quoc Toan 1 Secondary School, Hoa Lu Secondary School and Binh Tho Secondary School.
