Speaking at the meeting, Deputy Director of Hanoi National University Nguyen Hieu said that the scientific and technological potential of Hanoi National University continues to be focused and invested in through practical and effective policies.

Hanoi National University has implemented many policies to "increase" investment in scientists and research groups, enhance the capacity of key laboratories and strong research groups, reform administrative procedures in science and technology management...
In addition, Hanoi National University also issued many policies to remove difficulties in intellectual property, product transfer and commercialization, establishment and development of science and technology enterprises in Hanoi National University...

These policies have been implemented synchronously, contributing to liberating the creativity of scientists to create valuable scientific and technological products. Many products have been and are being applied in practice, contributing to affirming the prestige and position of Hanoi National University in Vietnam's science and technology.
Hanoi National University has resolutely implemented Resolution 57-NQ/TW of the Politburo and Resolution 03/NQ-CP of the Government on breakthroughs in science, technology, innovation and digital transformation. Recently, it has established a High-Tech and Innovation Park with strategic research units. This will be a center for promoting research and technology application, contributing to realizing the policies of the Party and the State.

Assessing the Law on Science and Technology in 2013, the Vice President of Hanoi National University acknowledged the innovations that have created favorable conditions for research activities. However, after 10 years of implementation, in response to new development requirements, especially in the context of Resolution 57, he said that adjustments are needed to better meet practical needs. Hanoi National University wishes to continue to contribute opinions to perfect the policy, creating optimal conditions for domestic scientific research to develop more strongly.
At the meeting, Head of the Science and Innovation Department Tran Thi Thanh Tu presented a report on the implementation of the Law on Science and Technology in 2013 and gave comments on the draft Law on Science, Technology and Innovation; pointed out the achievements and remaining challenges in the implementation of the Law on Science and Technology, and proposed solutions to improve this legal framework.

Concluding the working session, Vice Chairman of the National Assembly Le Minh Hoan affirmed that the Law on Science, Technology and Innovation is not simply a legal document to remove difficulties but it must be a tool to promote the strong development of Vietnam's science and technology in the context of international integration and the 4.0 industrial revolution.

The Vice Chairman of the National Assembly expressed his agreement with many of the comments, especially the issue of linking scientific research and training in universities. According to the Vice Chairman of the National Assembly, if universities do not conduct scientific research, it will be difficult to update the curriculum, affecting the quality of training and the development of the country's science. At the same time, he noted the disconnect between research, training and the market, leading to a waste of resources and not fully exploiting the potential of universities.

The Vice Chairman of the National Assembly also raised the issue of the balance between basic research and applied research. In the era of AI, Big Data and IoT, Vietnam needs to focus on developing human intelligence to master technology, instead of just depending on AI.
The Law Drafting Committee and the Ministry of Science and Technology will absorb comments and complete the draft law in the direction of promoting innovation, enhancing competitiveness and international integration, making science and technology the foundation for national development in the era of artificial intelligence and digital transformation.
During the working session, the delegation visited some key laboratories of Hanoi National University in Hoa Lac, the Digital Library and Knowledge Center, the SHB Banking and Finance Practice Center, the VNU-RMIT Innovation Space... and planted a souvenir tree at QGHN04.
