Speaking at the meeting, Vice Chairman of the National Assembly Nguyen Duc Hai emphasized that the Politburo and the Party Central Committee have identified the development of science, technology, innovation and digital transformation as decisive factors for national development in the current period; a prerequisite and the best opportunity for our country to develop richly and powerfully in the new era - the era of national development.

To implement the above policy, the Politburo issued Resolution No. 57; the National Assembly also issued Resolution 193 to have special mechanisms and policies to create breakthroughs in the development of science, technology, innovation and national digital transformation. At the 9th Session, the National Assembly will continue to amend and promulgate a number of laws to create breakthroughs in these areas. such as: Law on Science, Technology and Innovation; Law on Digital Technology Industry; Law on State Budget, Law on Bidding, Law on Investment, Tax Laws...

Reporting on the outstanding results of the Institute over 40 years of construction and development, Director of the Institute of Nuclear Research Cao Dong Vu said: The Institute has fully mastered the Da Lat Nuclear Reactor, ensuring safe operation and effective exploitation; contributing to training high-quality human resources for the Vietnamese atomic energy industry.

In addition, the Institute has created many products and services to serve the economic development and social security of the country. The Institute has been granted 3 patents in the field of radioactive isotope applications in medicine and radiation technology in agriculture; at the same time, it has also contributed significantly to the national and international knowledge base through scientific publications with the number of 450 national works, 350 prestigious international works in the ISI/SCOPUS list.

The Institute has also provided many products and services to serve the socio-economic development of the country. In particular, during the Covid-19 pandemic, the Nuclear Research Institute has contributed to ensuring the security of domestic radioactive drug supply when the import of radioactive drugs is not possible.

Also at the meeting, reporting to the working delegation, Vice Chairman of Lam Dong Provincial People's Committee Dinh Van Tuan said that innovation in science and technology is a breakthrough task, however, in the past time, the digital transformation work of Lam Dong province has been confused, building a database has encountered many difficulties, and there is a lack of highly specialized digital transformation human resources...

The leaders of Lam Dong Provincial People's Committee determined that it is necessary to raise awareness, make breakthroughs in thinking, and innovate in digital transformation in the new period; improve governance efficiency, state management effectiveness, strongly promote science and technology activities, deploy smart agriculture models associated with green infrastructure; create a source data system as a foundation for digital transformation, research, propose and specify tasks to each locality according to the direction of the Central Government.

Lam Dong province also hopes that the Central Government will consider making Lam Dong a center for training human resources related to nuclear energy; applying nuclear energy in social life in the coming time.

The Nuclear Research Institute also proposed and recommended that the Central Government should soon have appropriate policies and mechanisms in the management and licensing of imported radioactive drug materials to reduce the operating time of the Da Lat Nuclear Reactor, save nuclear fuel and increase the life of the Da Lat Nuclear Reactor while the Center for Nuclear Science and Technology Research has not yet come into operation; preclinical research is facing many difficulties and costs a lot, but currently there is no basis to conduct this research to develop drug products.

Regarding the policy of attracting human resources, the Nuclear Research Institute recommends that the Central Government soon have a special mechanism (official housing, increasing the staffing framework for the Institute, human resource training project...) in attracting and training human resources (The Nuclear Science and Technology Research Center Project needs about 300 employees, of which about 70% are professional staff with university degrees or higher. The Nuclear Research Institute is assigned the task of preparing human resources for the new Center, so there needs to be a special mechanism).

At the request of Vice Chairman of the National Assembly Nguyen Duc Hai, the leaders of the Nuclear Research Institute also reported to clarify some contents related to the Institute in implementing Resolution 57 and Resolution 193, the Institute's plans and orientations for the main field of nuclear research, including the issue of research, application and development of nuclear power and the important and urgent issue of serving the construction and operation of Ninh Thuan nuclear power plants...

Concluding the meeting, Vice Chairman of the National Assembly Nguyen Duc Hai acknowledged and commended the achievements of Lam Dong province and the Nuclear Research Institute as well as the collectives and individuals who have made positive contributions to the implementation of Resolution 57 and Resolution 193. The Vice Chairman of the National Assembly requested the leaders of the province and the Nuclear Research Institute to be more urgent and determined to overcome difficulties and challenges to effectively and substantially implement Resolution 57 and Resolution 193.
