Ho Chi Minh City assigned the Department of Education and Training to work with Apax Leaders, requesting them to fulfill their commitment to repay tuition fees to parents.
The City People's Committee Office last weekend issued a notice of the conclusion of Mr. Duong Anh Duc, Vice Chairman, on the activities of non-public educational institutions.
Regarding Apax Leaders owing parents tuition fees and continuously requesting to postpone debt repayment, Mr. Duc assigned the Department of Education and Training to coordinate with relevant units to work with Apax Leaders' leaders, requesting them to fulfill their commitments, have a plan to remedy the damage and be responsible to learners.
In addition, this Department, together with the Department of Planning and Investment, the Tax Department, and the Social Insurance of Ho Chi Minh City, assessed the conditions for Apax Leaders to continue operating. Mr. Duc requested to synthesize information and advise on a final solution to announce information to the people. The above contents must be reported to the People's Committee before February 10.
The leaders of the Ho Chi Minh City People's Committee also assigned the police to strengthen security and order at locations at risk of insecurity and disorder related to Apax Leaders.

Apax Leaders is a chain of English centers for children, licensed since 2016. On the website, this unit said it has 120 centers nationwide, with about 120,000 students.
In 2020 and 2021, many parents paid for their children to study English at Apax Leaders but had to stop because the centers were closed. After many negotiations, in March last year, Apax divided them into two groups with different repayment schedules. Many parents in group 1 received their full money back, through three installments, lasting from June to August 2023.
Group two was promised to pay back tuition fees in five installments, each 20%, expected from October 2023 to April 2024. However, Apax later failed to fulfill its commitment. Hundreds of people flocked to the center in Phu Nhuan district to demand payment. Apax proposed a new repayment schedule, extending until the end of 2025, before announcing its insolvency last month.
Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training, said that at the end of December 2023, when working with the Department, Apax Leaders proposed a plan to use 20% of profits from revenue at operating centers to pay tuition debts for parents, no later than October 2024.
Currently, Apax Leaders only has two centers operating in Phu Nhuan district and District 6. This unit also owes teachers, staff and rent for these two centers.
