Ho Chi Minh City wants to build a multi-purpose high-tech center

The multi-purpose high-tech center is expected to create a breakthrough in productivity, quality and competitiveness, becoming the leading innovation center in Southeast Asia.

On the morning of March 21, the Ho Chi Minh City People's Committee held a scientific workshop on Building a Multi-purpose High-Tech Center in Ho Chi Minh City.

Focus on developing AI, GIS, semiconductor chips

Speaking at the workshop, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that Ho Chi Minh City is facing urgent requirements for renewing the growth model and restructuring the economy.

In which science and technology, innovation and high technology will play a central role, being the "spearhead" to help the city accelerate its development.

According to Mr. Duoc, Ho Chi Minh City will proactively review and perfect policies and mechanisms within its authority, and unleash all resources to achieve the goal of double-digit economic growth.

The multi-purpose high-tech center will be the locomotive, promoting strategic fields such as artificial intelligence (AI), digital mapping (GIS), semiconductor chip manufacturing, and being the core of the high-tech ecosystem of the whole Ho Chi Minh City.

At the same time, the multi-purpose high-tech center will be part of the "1 - 4 - 1" model that Ho Chi Minh City is aiming for, including "1 center - 4 high - 1 strategy".

The multi-purpose high-tech center is one of the "4 highs", the others are High-tech Industrial Park; High-quality Education; High-quality Healthcare.

The remaining "center" is the International Financial Center in Ho Chi Minh City and the remaining strategy is the immediate strategic infrastructure focusing on: modern synchronous traffic infrastructure; digital infrastructure.

According to Mr. Duoc, the city government will play the role of "ordering", while experts, universities, businesses and investors will be the main force participating in solving specific development problems.

Mr. Lam Dinh Thang - Director of the Department of Science and Technology - said that the center model is an open ecosystem, integrating functional areas such as R&D, training center, startup incubator, technology trade - service center and modern living and working area for experts.

This structure helps to bridge the gap between research and practical application, supporting the transfer of knowledge and technology from the institute to the market.

This is also a core factor in forming high-tech industry clusters, while creating a strong attraction for international investors looking for synchronous innovation ecosystems in Southeast Asia.

How to develop a multi-purpose high-tech center?

Mr. Nguyen Ky Phung - Head of the Management Board of Ho Chi Minh City High-Tech Park - said that Ho Chi Minh City can learn deeply from typical international models such as Silicon Valley (USA), Hsinchu Science Park (Taiwan) and One-North (Singapore).

Silicon Valley has created a dynamic startup ecosystem thanks to the connection between Stanford and the business community. Hsinchu has become the world's leading semiconductor center thanks to strong government support, modern infrastructure and outstanding preferential policies.

Meanwhile, One-North is a successful example of a technology park that integrates many functions, from research, startups to commerce and housing, forming a model "creative urban area".

Therefore, according to Mr. Phung, Ho Chi Minh City should develop a multi-purpose high-tech center in the direction of an open, multi-functional ecosystem, harmoniously integrating technology, services and modern urban areas, in order to compete fairly with leading technology centers in the region.

Mr. Vu Chi Kien - Deputy Director of Ho Chi Minh City Institute for Development Studies - proposed two directions for developing a multi-purpose high-tech center.

One is to expand and adjust the existing Ho Chi Minh City High-Tech Park, upgrading it into a multi-purpose high-tech center; the other is to plan a new modern center in Thu Duc City according to a mixed land use model, closely connected with neighboring creative urban areas.

According to him, both directions require Ho Chi Minh City to ensure international standards on technical infrastructure, spatial planning and governance models.

On the other hand, there are also many challenges, including fierce competitive pressure from regional technology hubs, lack of specific policy mechanisms and large capital investment requirements for initial infrastructure.

He proposed that Ho Chi Minh City should quickly issue a flexible management mechanism, promote international cooperation and prioritize the development of key technology industries such as semiconductors, AI, cybersecurity, digital entertainment and consumer electronics.

These will be the leading industries, creating spreading industry clusters, promoting sustainable development for Ho Chi Minh City in the long term.
