'HCMC worked hard to get such results'

On the afternoon of March 4, the National Assembly's supervision delegation led by Vice Chairman of the National Assembly Nguyen Duc Hai worked with the Ho Chi Minh City People's Committee on the implementation of Resolution 43/2022 on fiscal and monetary policies to support the socio-economic recovery and development program (Resolution 43) and Resolution 57/2022 on investment policy for the Ho Chi Minh City Ring Road 3 construction investment project (Resolution 57).

Beltway 3 has a total investment of about 75,378 billion VND, the total length of the route is more than 76 km through 4 localities: Ho Chi Minh City, Dong Nai, Binh Duong, Long An.

In Ho Chi Minh City, the project is about 47.5 km long, divided into 2 component projects, the construction component is 22,411 billion VND, the compensation component is 18,976 billion VND, affecting about 1,671 households, the total land area expected to be recovered is about 410 hectares. To date, Ho Chi Minh City has handed over more than 98% of the area to the investor to implement all construction packages.

The Ring Road 3 project passing through Ho Chi Minh City is currently experiencing excess capital, mainly compensation capital. According to a report by the Ho Chi Minh City Department of Natural Resources and Environment at the end of October 2023, the total need for compensation and infrastructure relocation costs is only VND 11,688 billion, a decrease of VND 7,206 billion compared to the decision at the end of 2022, and a decrease of more than 50% compared to the pre-feasibility study estimate.

Regarding the remaining capital, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai proposed using this capital to invest in other items of Ring Road 3 according to each independent project. This method will speed up the progress because without increasing capital, there is no need to adjust the project. Before implementation, this will be reported and consulted with the National Assembly Standing Committee.

According to Mr. Mai, these items had been studied but at the time of approval, they had to be cut due to funding issues. Furthermore, investing in additional items also aims to address the limitations of a 4-lane road (2 lanes on each side).

It is expected that Ho Chi Minh City will apply Resolution 98/2023 of the National Assembly, using local budgets to invest in projects passing through other localities to synchronize Ring Road 3.

Ready to support Dong Nai

Assessing nearly 2 years of implementing Resolution 57, Ho Chi Minh City leaders set out milestones and acknowledged that so far it has been very successful. Specifically, in June 2022, the National Assembly approved the investment policy, after which the Government issued a separate resolution for implementation. By June 2023, the project began construction.

Mr. Phan Van Mai said that these days, when visiting the construction site, the road has taken shape. Ho Chi Minh City and localities are determined to open it to traffic by the end of 2025, complete it by 2026, and finalize the project in 2027.

The head of the Ho Chi Minh City government confided that Ho Chi Minh City implemented Resolution 57 and Resolution 98/2023 very focusedly and worked hard to achieve the current results, without any avoidance or fear of not doing it.

"HCMC will demonstrate that through the implementation of Resolution 98, other resolutions of the National Assembly as well as development policies and socio-economic strategies to be worthy of the trust and responsibility assigned," Mr. Mai added.

Mr. Phan Van Mai acknowledged that the mechanism of appointing contractors for consulting packages helped the project start construction early. "If there were no appointment of contractors, the project investment procedure would take 1-3 years," Mr. Mai explained, and proposed to expand this form to other key projects. The construction and installation part of the Ring Road 3 project is still carried out according to bidding procedures.

As for the land clearance work in Dong Nai, it is still slow. Ho Chi Minh City leaders said that the volume of land clearance for projects in Dong Nai is very large, in addition to Ring Road 3, there is also Long Thanh airport. This locality is also facing difficulties in personnel for direction, management as well as implementation personnel. Mr. Mai affirmed that Ho Chi Minh City is ready to share with Dong Nai to ensure the overall progress of the project.

Regarding material sources, Chairman Phan Van Mai said that Ho Chi Minh City recently established a working group led by a vice chairman to work with Vinh Long, Tra Vinh, Ben Tre, and Bac Lieu provinces on sand sources and report to the Prime Minister on a solution.

The Chairman of the Ho Chi Minh City People's Committee also proposed to soon evaluate the effectiveness of using sea sand as filling material to partly solve the demand, and at the same time study the option of investing in viaducts in some sections of the route, instead of building roads on the ground.
