To minimize damage to forest resources, since the beginning of the dry season, the unit has urgently reviewed and completed the PCCCR plan in accordance with the actual forest area of the unit. Organizing the repair and maintenance of fire barriers, minimizing the amount of combustible materials under the forest canopy, the unit also arranged forces and equipment, support tools to areas at risk of fire, in order to promptly detect and prevent situations, not allowing large fires to occur. At the same time, directing BVR stations and community groups contracted to BVR to deploy clearing and processing of vegetation before the start of the dry season; Arrange forces to be on duty 24/24 hours in sub-areas where forest fires frequently occur; require community groups with assigned forest areas to seriously implement their commitment to BVR management, promptly report fires when detected so that rescue forces can respond promptly. Thanks to the good implementation of PCCCR work, since the beginning of the year, there have been no forest fires in the unit's forest areas.
According to statistics from the Provincial Forest Protection Department, our province currently has a total forest area of over 161,589 hectares. In particular, forest areas that are prone to fires are concentrated in the districts of Ninh Son, Bac Ai... The main cause of forest fires is due to people's carelessness when clearing and burning fields, leading to fires spreading; some other subjects when entering the forest use fire without extinguishing it, causing forest fires. To effectively implement forest fire prevention and control work, all levels, sectors, localities, and forest owners should proactively develop and implement effective forest fire prevention and control plans before entering the dry season.
Currently, the forest fire forecast level in the province is level III. This is a level with a high risk of forest fires and a fast spreading speed. In order for forest fire prevention and control to be effective and to minimize damage caused by forest fires, right from the beginning of the dry season, the Forest Protection Department has directed all levels, sectors, localities, and forest owners to develop specific forest fire prevention and control plans, suitable to the situation of each unit; directed all levels, sectors, localities, and forest owners to consolidate and perfect the Steering Committee for Sustainable Forestry Development and Forest Protection and Forest Fire Prevention and Control Committees at all levels; developed a plan to coordinate with propaganda, patrol, and control of forest fire prevention and control, in order to minimize forest fires that may occur in localities. In addition, directed 8 forest owners to establish their own forest fire prevention and control committees; consolidated and established forest fire prevention and control teams in villages and community groups contracted to protect forests to support forest fire prevention and control work. The units also support funding for arranging on-site duty points, strictly implementing on-duty according to regulations at the headquarters of the BVR and PCCCR Command Committees at all levels; regularly coordinate in implementing PCCCR tasks, monitor, inspect, and urge the implementation of PCCCR in the locality.
At the same time, the Provincial Forest Protection Department has also directed the Forest Protection and Forest Fire Prevention Command Committees of localities and forest owners to deploy forest fire fighting plans with the motto "Fire prevention is the main thing and achieves the highest efficiency" and proactively prepare human resources, resources, means and equipment for forest fire prevention and fighting activities; implement the "4 on-site" motto: On-site forces, on-site command, on-site means; arrange officers to measure meteorology and rain at locations to determine the forest fire forecast level, promptly notify forest owners to be proactive in forest fire prevention and fighting work; proactively monitor forest fire warning information on the Forest Protection Department's website, forest fire warning information on the smart forest monitoring system for timely and accurate advice. At the same time, direct forest owners, teams, groups and households receiving forest fire prevention and fighting to conduct controlled pre-clearance and burning, create fire barriers to limit the amount of combustible materials in the forest, and prevent fire spread; Urgently review and repair the system of fire prohibition signs, propaganda boards on forest fire prevention and control, fire watchtowers, ensure essential technical and logistical means, strictly comply with the on-duty work according to the forest fire forecast level, be ready to deploy measures to prevent, control, and extinguish forest fires promptly and effectively when they occur; forest owners and specialized fire prevention and control teams assign people to be on duty at fire watchtowers and fire observation stations in the field to promptly detect fires to notify and mobilize forces to respond to fires promptly; direct local forest rangers to coordinate with forest owners to propagate and educate the Law on Forest Protection to raise people's awareness of forest fire prevention and control work; instruct people not to arbitrarily burn fields, report fires and participate in fighting forest fires promptly upon detection.
