Bac Giang deploys administrative unit arrangement, builds 2-level local government model

According to the Plan, the Provincial Party Committee's Propaganda and Mass Mobilization Department organizes propaganda and thoroughly implements the Central and provincial directives on the arrangement of administrative units at all levels, creating a clear change in the awareness and actions of cadres, party members, civil servants and public employees in the political system, in order to create consensus and support from the people and public opinion in the implementation of the arrangement of administrative units at all levels.

The District People's Committee plans to arrange staff, civil servants, public employees, and workers at the district and commune levels.

Based on the standards of commune-level administrative units in the draft Resolution of the National Assembly Standing Committee, the natural area and population size of each commune-level administrative unit, the district-level People's Committee reviews the standards of commune-level administrative units, proposes a plan to arrange commune-level administrative units in the district, town and city to ensure a reduction of about 50% of the number of existing commune-level administrative units, and submits it to the district-level Party Committee for consideration and agreement on the local arrangement plan before sending it to the Department of Home Affairs.

At the same time, plan to arrange the staff, civil servants, public employees, and workers at district and commune levels. Synthesize plans to arrange commune-level administrative units from districts, towns, and cities to develop plans to arrange commune-level administrative units in Bac Giang province. Complete the draft of sub-projects and the Project to arrange commune-level administrative units in the period 2025-2030 of Bac Giang province, and seek opinions from relevant agencies, units, and localities to serve the collection of voters' opinions.

The Department of Home Affairs develops a plan to reorganize other public service units under the management of the district-level People's Committee. At the same time, it issues a document directing the collection of opinions from voters representing households on the draft Project on the arrangement of commune-level administrative units and a sample ballot for collecting voters' opinions.

The People's Committees at all levels, based on synthesizing voters' opinions in accordance with regulations, shall submit to the People's Councils at the same level the policy on the Project to rearrange commune-level administrative units, and vote on approval or disapproval of the policy to rearrange administrative units in accordance with the provisions of the Law on Organization of Local Government and Conclusion No. 137-KL/TW.

The Provincial Party Committee and People's Committee solicited comments from relevant agencies on the draft Project. Received comments from voters, People's Councils at commune and district levels, completed the Project on rearranging administrative units at commune level and submitted it to the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the Provincial Party Executive Committee for comments according to regulations.

Chairmen of the People's Committees at district and commune levels shall resolve the regime and policies for cadres, civil servants, public employees and redundant workers. Based on the Project on rearranging administrative units at all levels in the province, Chairmen of the People's Committees at district and commune levels, heads of agencies and units shall propagate and mobilize cadres, civil servants, public employees and redundant workers to register for early retirement and quit their jobs to create conditions for arranging cadres, civil servants and public employees; promptly stabilize the organizational apparatus to operate smoothly according to the Resolution of the National Assembly Standing Committee and the National Assembly.
