On November 26, at the meeting of the Steering Committee to implement Resolution 98 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, Mr. Nguyen Van Nen, Secretary of the Ho Chi Minh City Party Committee, said that the Prime Minister's direction to establish the Steering Committee was a correct and breakthrough decision.
The Secretary of the Ho Chi Minh City Party Committee proposed to quickly issue regulations of the Steering Committee to clarify the roles and responsibilities of each member.
He also proposed to arrange an additional vice chairman of the Ho Chi Minh City People's Committee to be in charge of implementing Resolution 98. This would help to relieve the overload of the existing government apparatus and promote consultation and coordination among ministries and branches.

The Secretary of the Ho Chi Minh City Party Committee said that currently, the existing government apparatus of Ho Chi Minh City is "overloaded", so there are difficulties in focusing and coordinating with ministries and branches. If the Prime Minister agrees, the city will report to the Standing Secretariat.
Reporting on the implementation of Resolution 98, Chairman of Ho Chi Minh City People's Committee Phan Van Mai stated that the city has currently completed 7/22 tasks, 4 basic contents have been completed, other tasks are being focused on and will be completed before December 31, 2023.
The City People's Council has held 3 meetings, issued 14 resolutions within its authority, the remaining 12 contents will be presented at the year-end People's Council meeting scheduled to be held from December 6-9. The City People's Committee has completed 4/25 contents, is completing 15/25 contents, 6 contents are focused on completing before December 31, 2023.
" The work of concretizing the Resolution at the city level under the authority of the People's Council and People's Committee to implement the content of Resolution 98 will be completed this year," said Mr. Mai.
According to the Chairman of the Ho Chi Minh City People's Committee, the city has established an advisory council consisting of experts and managers. The council has made 20 recommendations on implementing specific policy mechanisms, thereby studying and solving major issues of the city such as the Urban Railway System Development Project. In addition, there are working groups such as the working group to develop the Can Gio international transit port project, research on TOD according to the mechanism of Resolution 98, etc.
In the past time, while implementing Resolution 98, a number of mechanisms and policies have been issued, implemented and are showing their effectiveness. Notable ones are: a group of mechanisms and policies on capital allocation for poverty reduction support and job creation; additional income expenditure for civil servants and public employees adjusted according to Resolution 98; organization of administrative units and public service units of Thu Duc City; increase in the number of vice chairmen for 3 districts, Thu Duc City and 52 densely populated communes and wards according to the mechanism of Resolution 98; interest rate support mechanisms and policies for investment projects...
Chairman Phan Van Mai also proposed that the Prime Minister allow the city to apply poverty standards according to the city's characteristics; apply the budget capital mechanism of up to 70% in some PPP projects such as Ho Chi Minh City - Moc Bai Expressway and Ring Road 4.
At the same time, allow to accelerate the expansion of the Ho Chi Minh City - Trung Luong and Ho Chi Minh City - Long Thanh - Dau Giay expressways; ensure construction materials for key projects; direct the Ministry of Transport to promptly submit adjustments to the planning of the seaport system, especially Can Gio port...

In his concluding remarks at the conference, Prime Minister Pham Minh Chinh stated that the leaders of ministries, sectors and Ho Chi Minh City have increasingly improved their thinking, awareness and approach, creating a driving force for the city’s development. This has helped relevant ministries, agencies and Ho Chi Minh City become more confident and effective in formulating policies.
Some initial work has been implemented with positive results, contributing to helping Ho Chi Minh City achieve results each quarter higher than the previous quarter, each month better than the previous month, and economic growth higher than the national average.
To overcome the current situation where some ministries and sectors still have a cautious approach due to unclear thinking, the Prime Minister requested to promote decentralization, authorization, eliminate unnecessary procedures, and make the best possible use of the contents of the Resolution. Along with that, coordinate more closely, promptly, and effectively to remove difficulties and obstacles.
According to the Prime Minister, the solution to problems and difficulties must be at a higher and stronger level; it must be solved comprehensively, focusing on key points, allocating resources to large projects that can turn the situation around.
The Prime Minister also assigned specific tasks to each ministry, branch and Ho Chi Minh City in implementing Resolution 98. In particular, the decrees must be developed and submitted according to simplified procedures and processes, and must be submitted for promulgation within the next month at the latest.
