On February 10, a representative of the Ho Chi Minh City Department of Transport said that it had just completed the Pre-Feasibility Study Report and officially submitted it to the Ho Chi Minh City People's Committee for consideration and appraisal of 4 projects to upgrade and expand 4 key gateways under the form of PPP and BOT contracts.

The above projects are proposed to be implemented from now until 2028 under a special policy applied for the first time nationwide, belonging to a group of mechanisms that the National Assembly allows Ho Chi Minh City to pilot under Resolution No. 98/2023.

Including: Project to upgrade and expand National Highway 1 (from Kinh Duong Vuong Street to Long An Provincial Border); Renovation and upgrade of National Highway 22 (from An Suong Intersection to Ring Road 3); Project to upgrade and expand National Highway 13 (from Binh Trieu Bridge to Binh Duong Provincial Border); upgrade of North-South axis road, section from Nguyen Van Linh Street to Ben Luc - Long Thanh Expressway.

Preliminary, the total investment capital for the above 4 projects is more than 58,000 billion VND. Of which, the largest project is the expansion of National Highway 13, estimated to need more than 21,724 billion VND.

After appraisal, the Ho Chi Minh City People's Committee will submit to the City People's Council for approval of the investment policy for the above 4 projects at the meeting in February 2025.

Project to upgrade and expand National Highway 1 (from Kinh Duong Vuong Street to Long An Provincial Border): Now called Le Kha Phieu Street 9.62km long with a total investment of about 16,270 billion VND (including interest of 794 billion VND during construction).

The city budget capital structure participating in the project is about 9,611 billion VND (accounting for 59%), the capital mobilized by investors and loan interest is about 6,659 billion VND (accounting for 41%).

Investor fee collection period is 21 years and 10 months.

Project to renovate National Highway 22 (from An Suong intersection to Ho Chi Minh City Ring Road 3): Now called Le Quang Dao Street, passing through District 12 and Hoc Mon District. The route is 8.03km long with a total project investment including interest during construction of VND 10,451 billion.

Of which, the state budget participating in the project is 6,234 billion VND (accounting for 59.65% of the total investment) and the remaining capital mobilized by investors is about 4,217 billion VND (accounting for 40.35% of the total investment).

Investor fee collection period 23 years 10 months.

Project to upgrade and expand National Highway 13 (from Binh Trieu Bridge to Vinh Binh Bridge): the section through Thu Duc City is 6.3km long with a total investment of more than VND 21,724 billion (including interest during construction).

Of which, the state budget capital participated in more than 14,707 billion VND (accounting for about 68% of the total investment).

The remaining capital mobilized by investors is more than 7,017 billion VND (accounting for about 32% of total investment).

Investor fee collection period 21 years 4 months.

North-South axis road upgrade project (from Nguyen Van Linh street to Ben Luc – Long An expressway): passing through District 7 and Nha Be district. Total length 8.6km with preliminary total project investment of over 9,894 billion VND (including loan interest).

Of which, the city budget capital is about 4,679.7 billion VND (accounting for about 47% of the total investment). The remaining capital mobilized by investors is more than 5,214 billion VND (accounting for 53% of the total investment).

Investor fee collection period is 22 years and 1 month.
