Covid-19 caused Ho Chi Minh City's economy to grow negatively in 2021 (-5.36%), which was unprecedented and unimaginable, but it has recovered in the past 2 years. The economic recovery, in which the service sector grew at a high rate, the tourism industry recovered rapidly, the digital economy increased sharply, labor productivity changed positively, export turnover increased, foreign investment attraction led the country, remittances were quite good (nearly 9.5 billion USD in 2023; 2.9 billion USD in the first quarter of 2024), and budget revenue exceeded estimates.

The poverty reduction program has achieved good results and helping people overcome the difficulties of the epidemic has received attention from the whole society (the multidimensional poverty rate is currently 1.55%). Ho Chi Minh City will restructure production towards using high technology, clean technology and will carry out dual transformation - digital transformation and green transformation. Digital transformation will bring efficiency in production management, optimize resources and reduce waste. Green transformation helps minimize the impact on the environment and create a healthy living environment. To have a green transformation, Ho Chi Minh City must have investment policies and mobilize resources to participate, will take advantage of the specific mechanisms and policies of Resolution 98 of the National Assembly and will propose additional policies and feasible solutions to effectively implement green transformation and sustainable development. The Can Gio International Transit Port project is expected to be a green port. Development requirements are requiring Ho Chi Minh City to accelerate and have a breakthrough. To have a breakthrough, there must be breakthrough projects, must attract strategic investors, must welcome "eagles" and maximize resources. To implement the Project to build a Financial Center, Can Gio International Transit Port, a large-scale International Fair Center, speed up the progress of 200 km of urban railway..., Ho Chi Minh City will make good use of Resolution 98 and continue to make institutional proposals, quickly remove barriers, and promote all potentials.
